IMPLEMENTASI KEBIJAKAN DESA LAYAK ANAK DI DESA KEMADANG, TANJUNGSARI, GUNUNGKIDUL

Penelitian ini bertujuan untuk mendeskripsikan implementasi Kebijakan Desa Layak Anak di Desa Kemadang serta faktor pendukung dan penghambat pelaksanaan Kebijakan Desa Layak Anak.
Penelitian ini menggunakan penelitian deskriptif kualitatif. Subjek penelitian dalam penelitian ini adalah Kepala Desa Kemadang, staf kantor kelurahan, pengurus forum anak, anggota Perlindungan Anak Terpadu Berbasis Masyarakat, Kader Kesehatan, dan orangtua. Objek penelitian ini adalah implementasi kebijakan Desa Layak Anak di Desa Kemadang. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Analisis data menggunakan model interaktif Miles dan Huberman. Uji validitas data melalui triangulasi sumber dan triangulasi teknik.
Hasil penelitian menunjukkan: (1) Implementasi kebijakan Desa Layak Anak di Desa Kemadang dilaksanakan melalui 3 tahap yaitu interpretasi, pengorganisasian, dan aplikasi. Implementasi kebijakan Desa Layak Anak dipengaruhi oleh enam variabel meliputi: standar dan tujuan, sumber daya yang mendukung program yaitu sumber daya manusia, sumber daya finansial, dan sumber daya waktu. Ciri atau sifat badan pelaksana, komunikasi agen-agen pelaksana melalui rapat desa, rapat dusun, pertemuan PKK, dan arisan dasawisma.Sikap para pelaksana serta kondisi ekonomi, sosial, dan politik. Implementasi kebijakan Desa Layak Anak didukung melalui pelayanan pembuatan akte kelahiran gratis, sosialisasi pengasuhan anak, program Forum Anak, Sanggar Anak Garu Luku, Posyandu, dan Gerakan Perlindungan Anak Terpadu Berbasis Masyarakat. (2) Faktor pendukung berupa dana, partisipasi masyarakat tinggi, sarana prasarana, dan dukungan kepala desa yang peduli dengan kesehatan anak. Faktor penghambat antara lain: kurangnya pemahaman masyarakat tentang kebijakan desa layak anak, belum maksimalnya petugas pemerintah desa dan warga mau mengkampanyekan, sulitnya mencari pengurus baru atau regenerasi di setiap organisasi.

Abstrack
This research aims to describe the implementation policy decent Children's village in Kemadang Village, supporting and restricting factors of implementation of policies Village worthy of the Children.
This research used the qualitative approach with a descriptive method. The subject of the research in this study is the head of the village of Kemadang, village office staff, children’s forum, members of the integrated community-based child protection, Cadres of health, and parents. The object of this research is the implementation of policy on Children in the village of Worth Village Kemadang. Data collection was done through observation, interviews, and documentation. Data analysis using interactive models by Miles and Huberman. Test the validity of the data through triangulation of sources and triangulation techniques.
The results showed: (1) Policy Implementation Worth Village Children in the village of Kemadang is implemented through 3 stages, namely, organizing, interpretation and application. Policy implementation Worth Village Children affected by six variables include: standards and objectives, resources that support the program, namely human resources, financial resources, and the resources of the time. The implementing agency or nature, communication of the implementing agencies through meetings of the village, the village meetings, meetings of the community welfare program, and dasawisma assembly.The attitude of the executor and the condition of the economic, social, and political. Policy implementation Worth Village Children supported through service creation of free birth certificates, socialization, parenting programs, Child Forum Program, Workshops Children named Garu Luku, integrated service post, and movement of community-based Integrated child protection.
