IMPLEMENTASI KEBIJAKAN SEKOLAH BERBUDAYA LINGKUNGAN (SBL) DI SMA NEGERI 10 PURWOREJO

Penelitian ini bertujuan mendeskripsikan tentang wujud implementasi kebijakan SBL serta mengidentifikasi proses implementasi kebijakan SBL ditinjau dari beberapa aspek. Penelitian ini merupakan penelitian kualitatif. Penelitian ini dilaksanakan di SMA Negeri 10 Purworejo. Subjek penelitian ini kepala sekolah, tim Green School, guru, karyawan, dan siswa. Teknik pengumpulan data yang digunakan wawancara, observasi dan kajian dokumentasi. Teknik analisis data yaitu reduksi data, penyajian data dan penarikan kesimpulan. Keabsahan data dilakukan dengan triangulasi sumber dan teknik. Hasil penelitian menunjukan bahwa: 1) Wujud implementasi kebijakan SBL, meliputi: (a) Kebijakan sekolah peduli dan berbudaya lingkungan: dengan mengembangkan konsep Green School. (b) Kurikulum berbasis LH: Menyisipkan PLH disetiap mapel. (c) Pengembangan kegiatan partisipatif melalui program Busalimi, pengelolaan sampah dan tanaman, gelar inovasi, jurnalistik, KIR dan perikanan. (d) Pengembangan sarana pendukung: melakukan penghematan listrik dengan panel surya. 2) Proses Implementasi Kebijakan SBL, meliputi: a) Komunikasi, dilakukan melalui sosialisasi rutin dari kepala sekolah kepada tim dan warga sekolah. b) SDM yang tersedia berkompeten, sumber anggaran mencukupi, sumber daya peralatan, sarpras yang dimiliki sudah memadai, sumber daya kewenangan sepenuhnya ada pada sekolah. c) Disposisi, kebijakan SBL mendapatkan respon dan dukungan yang positif dari seluruh warga sekolah. d) Struktur birokrasi, tim bekerja sesuai dengan SK yang diberikan Kepala Sekolah.

Abstract
This research aims to describe about the existence of implementation the policy implementation process and identify policy SBL. This research is qualitative research. The subject of this research Team principal, Green School, teachers, employees, and students. This research was carried out in SMA Negeri 10 Purworejo. Data collection techniques used interviews, observation and study of documentation. Data analysis techniques, namely the reduction of the data, the presentation of the data and the withdrawal of the conclusion. The validity of the data is done by triangulation of sources and techniques. The research results showed that: 1) Existed, including the SBL Policy implementation: (a) the policy of SBL; by developing the concept of a Green School. (b) Curriculum-based environment; Insert PLH every Maple. (c) the development of participatory-based Activities; through the Busalimi program, waste management and plant, degree of innovation, journalism, and fisheries (d) the development of means of supporting; do the savings of electricity with solar panels. 2 Implementation Process), SBL Policy include: a), Communications made through routine socialization from the principal to the team and the school. b) HR available competent, sufficient budget resources, resource tools, sarpras owned already adequate authority, resources, fully existed at the school. c) Disposition, SBL policy get a positive response and support from the rest of the citizens of the school. d) bureaucratic structure, the team is working in accordance with the DECISION LETTER of the given principal.
