STRATEGI KOMUNIKASI BIDANG INFORMASI DAN KOMUNIKASI PUBLIK DISKOMINFO GUNUNGKIDUL DALAM MERAIH PRESTASI DI MASA PANDEMI COVID-19

Abstrak

Penelitian ini bertujuan untuk mengetahui: 1) strategi komunikasi Bidang IKP Diskominfo Gunungkidul dalam melaksanakan tugas organisasi terkait pengelolaan pengaduan pelayanan publik sehingga dapat meraih prestasi di masa pandemi COVID-19, dan 2) mengetahui aspek pendukung dan penghambat keberhasilan strategi komunikasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data dilakukan dengan wawancara dan dokumentasi. Adapun penentuan informan menggunakan teknik purposive-judgment sampling. Pemeriksaan keabsahan data dengan triangulasi sumber. Analisis data melalui tahap reduksi data (data reduction), penyajian data (data display), serta penarikan kesimpulan dan verifikasi (conclusion drawing and verification). Hasil penelitian menunjukkan bahwa strategi komunikasi Bidang IKP Diskominfo Gunungkidul dilakukan melalui lima tahapan, yaitu tahapan penelitian (research), tahapan perencanaan (plan), tahapan pelaksanaan (execute), tahapan evaluasi (measure), dan tahapan pelaporan (report). Aspek pendukung strategi komunikasi yaitu regulasi kebijakan pemerintah, pengembangan SDM, sarana prasarana, media penyebarluasan informasi, dan digitalisasi di masa pandemi COVID-19. Sedangkan aspek penghambat strategi komunikasi yaitu kompleksitas layanan e-Lapor, misunderstanding dan leveling dalam struktur pemerintahan, serta perbedaan latar belakang masyarakat Gunungkidul.

Abstract

This study aims to determine: 1) the communication strategy of IKP Diskominfo Gunungkidul Sector in carrying out organizational tasks related to managing public service complaints that can achieve achievements during the COVID-19 pandemic, 2) supporting aspects and inhibitions of the successful of the communication strategy. This study uses a qualitative approach with a descriptive method. Data collection by interview and documentation. The determination of informants using purposive-judgment sampling technique. Checking the validity of the data by triangulation of sources. Data analysis through the stages of data reduction, data display, conclusion drawing and verification. The results showed that communication strategy the Field of Information and Public Communication Diskominfo Gunungkidul was conducted through five stages, namely  stage of research, planning stage, execution stage, evaluation stage (measure), and reporting stage. Supporting aspects of communication strategies, namely government policy regulation, human resources development, infrastructure, information dissemination media, and digitalization during the COVID-19 pandemic. While the aspects of communication strategy inhibition are the complexity of e-Lapor services, misunderstanding and leveling in the government structure, as well as differences in the background of gunungkidul people.
