Abstract

This study aims to describe (1) political participation of voters disabilities in Sidoharjo Village Jambon District Ponorogo regency of simultaneous regional head elections 2015, (2) the use of voting rights of persons with disabilities in Sidoharjo village Jambon district Ponrorogo regency of simultaneous regional head elections 2015, and (3) factors that support and obstruct the political participation of voters with disabilities in Sidoharjo village Jambon district Ponorogo regency of simultaneous regional head elections 2015. This research is a descriptive study using a qualitative approach. The research was done over three months, December 2016 until February 2017. The determination of the subjects in this study using purposive technique. Subjects of this study include voters with disabilities, Sidoharjo village government, non-governmental organization, village election committee, sub-district election committee of Jambon, Election committee Ponorogo, social department and the agency for statistics center Ponorogo. Data were collected by interview and documentation. To ensure the validity of the data were cross check the data and then to the data analysis technique used inductive steps: data reduction, categorization and unitization of data, display data, and conclusions. The results showed that (1) Political participation of voters with disabilities in Sidoharjo village of simultaneous regional head elections 2015 was still low. Persons with disabilities who use their voting rights was not based on political consciousness but because of money politics, (2) Should the use of voting rights persons with disabilities different with voters generally by the an accessibility. In fact, the fulfillment of accessibility which should be obtained persons with disabilities in Sidoharjo village not implemented properly, (3) Factors that support political participation voters with disabilities in Sidoharjo village mostly came from social organizations. Obstruction for persons with disabilities, among others there is no education and adequate political socialization, inaccurate the data collection voters with disabilities, unavailability of tools choose, polling place is not accessible. Obstruction also felt by the electoral commission, among others limited personnel and the ability of electoral commissions member to do political socialization, family of persons with disabilities and villagers assume underestimated the political participation of voters with disabilities and there’s inaccurate voters with disabilities data from Sidoharjo village election committee..
