IMPLEMENTATION OF LICENSING POLICY OF HOTEL CONSTRUCTION IN YOGYAKARTA

Abstract

This research aims to determine: (1) the regulation of licensing policy of hotel construction in Yogyakarta; (2) the implementation of licensing policy toward hotel construction the in Yogyakarta; (3) the impacts caused by the hotel construction in Yogyakarta; (4) the Yogyakarta Regional Government's efforts to overcome the negative impacts caused by the hotel construction in Yogyakarta.

This research is a descriptive research which uses a qualitative approach. The subject determination in this research uses purposive technique. The subjects are The Head of Service Division of Licensing Office in Yogyakarta, two Building permit applicants who want to construct the hotels, a hotel party who already has IMB, two local people who live around the hotel in Yogyakarta. The data collection uses interview and documentation. Data validity checking technique uses cross check technique. Data analysis in this research uses several techniques, they are data collection, data reduction, data presentation, and assertion conclusion.

The research results indicate that: (1) The regulation of licensing policy of the hotel construction in Yogyakarta refers to the Regional Regulation of Yogyakarta No. 2 Year 2012 about Building and Yogyakarta Mayor Regulation No. 77 Year 2013 concerning to the Control Hotel Construction; (2) Licensing Office of Yogyakarta in implementing the licensing policy on the hotel construction in Yogyakarta is respectable; (3) The positive impacts caused by the hotel construction in Yogyakarta are (a) increase revenue (PAD) in the form of taxes, levies or other charges; (b) increase employment; (c) support the development of Yogyakarta as a tourism city; (d) increase economic activities. While the negative impacts felt by citizens of Yogyakarta as a result of the hotel construction are drought, waste disruption, water and air pollution, and traffic jam. (4) Effort which is made by the Government in addressing the negative impacts of the hotel construction in Yogyakarta is the Mayor of Yogyakarta issued Regulation No. 77 Year 2013 regarding the Control Hotel Construction.
