THE PROCESS OF GRANT COMPENSATION IN THE PROCUREMENT OF NEW YOGYAKARTA INTERNATIONAL AIRPORT (NYIA) DEVELOPMENT LANDS IN KULON PROGO

Abstract


ABSTRACT

This research aims to describe; 1) the process of granting compensation in the procurement of New Yogyakarta International Airport (NYIA) development lands in Kulon Progo, 2) the barriers encountered in the process of compensation payment, 3 ) the efforts made to overcome the barriers faced in the process of compensation payment, and 4) consignment. It’s descriptive research with qualitative research approach. The research subject is determined by purposive. Subjects in this research is the land procurement committee in Kulon Progo. Data was collected through interviews and documents. Examination of the data validity did by a crosscheck. Data analysis did by inductive phase – comprising stages of data reduction, categorization & unitasi, data presentation and conclusion. The results showed that, 1) The process of compensation payment refers to and in accordance with the  provisions of laws relating to the Land Procurement for Public Interest, so it’s start from the planning, socialization, early identification, public consultation, inventory and identification, assessment, consultation, payment and delivery of results. 2) Barriers faced by; a) the citizens who reject development, b) the problem of measuring the field, c) the objection regarding the amount of compensation set by the Appraisal team, d) inability Angkasa Pura I Corporataion in providing relocation and the replacement land, e) there is a dispute over land ownership, f) the payment flow involving multiple parties, g) the demand recover and return measurement beam consignment. 3) Efforts are being made to overcome the barriers; a) persuasive approach, b) review and repeated measurements, c) understanding and filing an appeal, d) organize a MoU with government, e) through the legal process, f) coordination of all parties involved, g) submission of discretion. 4) Some of compensation should be consigned in Wates District Court for the following circumstances; a) reject any form or amount of compensation and didn’t propose objection, b) invited but did not attend, c) ownership disputes d) the object is still litigating in court, e) the party entitled unknown.
