IMPLEMENTASI KEBIJAKAN KAMPUNG RAMAH ANAK DI KELURAHAN GUNUNGKETUR KOTA YOGYAKARTA
Abstract
Penelitian implementasi kebijakan kampung ramah anak di Kelurahan Gunungketur Kota Yogyakarta bertujuan mendeskripsikan implementasi kebijakan kampung ramah anak di Kelurahan Gunungketur Kota Yogyakarta. Penelitian ini merupakan penelitian kualitatif deskriptif. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan metode Miles, Huberman, dan Saldana Uji keabsahan data pada penelitian ini menggunakan metode triangulasi sumber. Hasil dari penelitian ini adalah (1) Implementasi kebijakan kampung ramah anak di Kelurahan Gunungketur Kota Yogyakarta dilakukan melalui pembentukan komitmen masyarakat serta kebermitraan dengan lembaga terkait. Aktor yang berperan yakni kelurahan, rt dan rw, Gugus tugas KRA, masyarakat serta lembaga mitra KRA. (2) Program dari kebijakan kampung ramah anak mencakup kegiatan pemanfaatan waktu luang yaitu pendidikan kesenian kebudayaan, serta program dari lembaga pusat kreatifitas anak di masing-masing rw. (3) Faktor pendukung yaitu dukungan orangtua terhadap kegitan anak, peran serta aktif pengelola menjalankan program. Faktor penghambatnya adalah kurangnya partisipasi orangtua, serta kurangnya pendanaan terhadap program.

Abstract
The study about the implementation of child-friendly village in gunungketur urban village yogyakarta aims to describe the implementation fo child-friendly village in gunungketur urban village yogyakarta. This research use qualitative descriptive. The subject in this study were the headman of urban village, the policy task force,the management of related institution as well as public. The data obtained with interviews, observation and documentation. Data analysis techniques use Miles, Huberman, and Saldana model. The results of the study are : (1) The implementation of child-friendly village in gunungketur urban village yogyakarta done by forming public commitments and partnership with related institutions. The actor who plays a role in the policy were the urban village administrator, the officer, the policy task force, the public as well as policies related institutions. (2) The child-friendly village programs include leisure time utilization activities such cultural arts education and the program by the central agency of children’s creativity institution in each region. (3) The supporting factors in children-friendly village policy implementation is the support form parents for their children activities, and the active role of the manager in carrying out the programs. The obstacle factors is lack of participation from the parents in the activities, as well as lack of funding for the programs.
