IMPLEMENTASI KEBIJAKAN KELAS OLAHRAGA DI SEKOLAH MENENGAH PERTAMA NEGERI 3 PLERET

Abstract

ABSTRAK
Penelitian ini bertujuan untuk menggambarkan kegiatan, implementasi serta faktor pendukung dan penghambat implementasi kebijakan kelas olahraga di SMP Negeri 3 Pleret. Penelitian ini mengacu konsep implementasi kebijakan Van Metter dan Van Horn. (1) Kegiatan yang dilakukan SMP Negeri 3 Pleret dalam melaksanakan kebijakan kelas olahraga adalah kegiatan belajar mengajar, latihan, dan kompetisi perlombaan. (2) Implementasi kebijakan kelas olahraga di SMP Negeri 3 Pleret: a) Standar kelas olahraga adalah siswa yang memiliki bakat dibidang olahraga dan sasarannya adalah untuk memupuk bakat olahraga siswa. b) Sumber daya berupa 6 pelatih olahraga, dana BOS, dan tempat kegiatan kelas olahraga. c) Karakteristik organisasi, Kepala sekolah sebagai penanggung jawab dan pelatih yang memimpin latihan dan mendampingi siswa pada saat bertanding. d) Disposisi tercermin dalam tujuan sekolah dan kecakapan agen pelaksana. e) Hubungan antar organisasi, dilakukan dengan adanya komunikasi dan adanya koordinasi saat menyusun jadwal. f) Kondisi lingkungan, endapat dukungan dari dalam dan luar lingkungan sekolah. (3) Faktor yang mendukung keberhasilan kelas olahraga di SMP Negeri 3 Pleret adalah dukungan dar semua elemen sekolah dan beberapa dukungan dari pihak luar sekolah.Faktor penghambatnya adalah kegiatan kelas olahraga yang berbarenbgan dengan agenda sekolah.

ABSTRACT
This study aims to describe activities, implementation also supporting and inhibiting factors for the implementation of sports class policies in Pleret 3 Middle School. This study refers to the implementation of the policies of Van M etter and Van Horn . Results from this study: (1) The activities of sport class in SMP Negeri 3 Pleret is learning, training, match, and sports competition. (2) Implementation of sport class at SMP Negeri 3 Pleret: a) Standatr sport class is the students who have talent in the field of sport and its goal is to foster a bath at sports students. b) human resources,in the implentation is 6 sports coachs, fund from BOS, and the placece for activities of sport class. C) Organizational Characteristics , Principal as the person in charge and trainer who leads the exercise and accompanies the students when competing. D) The disposition is reflected in the school goals and skills of the implementing agency . e) Relations between organizations , carried out by the existence of communication and coordination when compiling a schedule . f) Environmental condition , and support from inside and outside the school environment . (3) The factors that support the success of the sports class at SMP Negeri 3 Pleret are the support of all school elements and some support from outside the school. The inhibiting factor is the activity of a sports class competition which coincides with school activities and limited school facilities.
