PERSEPSI GURU TENTANG IMPLEMENTASI PROGRAM GURU PEMBELAJAR DI SEKOLAH DASAR NEGERI 1 PUCANG KABUPATEN BANJARNEGARA

Penelitian ini bertujuan untuk mendeskripsikan: (1) persepsi guru SD Negeri 1 Pucang tentang konsep program Guru Pembelajar, (2) persepsi guru tentang realitas implementasi program Guru Pembelajar di SD Negeri 1 Pucang, serta (3) persepsi guru SD Negeri 1 Pucang tentang urgensi keberlanjutan program Guru Pembelajar. Metode penelitian ini menggunakan pendekatan kualitatif deskriptif dengan setting penelitian di SD Negeri 1 Pucang Kabupaten Banjarnegara. Subjek penelitian ini antara lain kepala sekolah dan guru. Teknik pengumpulan data melalui wawancara, observasi, dan telaah dokumen. Sementara uji keabsahan datanya melalui triangulasi sumber dan triangulasi teknik. Teknik analisis data menggunakan model interaktif yang dikembangkan oleh Miles dan Huberman yang terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan. Hasil Penelitian ini menunjukkan bahwa : (1) guru SD Negeri 1 Pucang memahami konsep program Guru Pembelajar sebagai upaya untuk meningkatkan kompetensi dan profesionalitas guru sebagai pendidik agar dapat menyesuaikan diri dengan perkembangan zaman. (2) implementasi program diawali dengan diklat pemilihan peserta, sosialisasi, kegiatan pembelajaran dalam moda masing-masing, dan tes akhir serta penerimaan sertifikat bagi peserta yang lulus. Sumber daya dalam implementasi program sudah terpenuhi. Hambatan dalam implementasi program Guru Pembelajar adalah waktu pelaksanaa yang terlalu lama, kemampuan ICT guru masih rendah, dan tingklat kesulitan modul yang dianggap terlalu tinggi bagi guru. Dampak positif program Guru Pembelajar dianggap belum terlalu besar karena implementasinya yang tidak berkelanjutan. (3) hingga saat ini, tidak ada pemberitahuan resmi dari pemerintah terkait status keberlanjutan program Guru Pembelajar, walaupun guru memiliki antusiasme terhadap keberlanjutan program ini. Perbaikan yang diharapkan oleh guru bila program ini dilanjutkan adalah perubahan moda daring menjadi tatap muka seperti yang dilaksanakan pada tahun 2017 namun implementasinya dibuat berkelanjutan.

Abstract
The aims of this research were to describe: (1) Public Elementary School 1 Pucang teachers' perceptions about the concept of “Guru Pembelajar” program, (2) the teachers' perceptions about the reality of “Guru Pembelajar” program implementation in Public Elementary School 1 Pucang, and (3) Public Elementary School 1 Pucang teachers' perceptions about the urgency of the continuity of “Guru Pembelajar” program. This research used descriptive qualitative approach and the setting was in Public Elementary School 1 Pucang. The subjects of this research were the school principal and the teachers. The data were collected through interviews, observation, and document study. The data were validated using source triangulation and technique triangulation. The data were analyzed using interactive model proposed by Miles and Huberman consisting of data reduction, data presentation, and conclusion. The research showed that: (1) the teachers in Public Elementary School 1 Pucang understood about the concept of the “Guru Pembelajar” program as a mean to improve teachers' competency and professional as the educator in order to adapt with the global era, (2) the implementation of the program was started with the participant selection training, socialization, learning activity in each mode, final test, and certificate awarding for the participants who passed the test. The funds, the facilities, and the participants also had already fulfilled. The obstacles of the “Guru Pembelajar” program implementation were the long time of the implementation, the

teachers' low ICT skill, and the high level of difficulty of the modules. The positive effect of the “Guru Pembelajar” program was not that big because of the dicontinuity of the program itself, (3) although the teachers were enthusiastic over the continuity of the “Guru Pembelajar” program, there are no official notification from the government about the the status of the continuity of this program until now. If this program will be conducted again, the teachers hope that the learning online media mode is changed to the face-to-face mode like what was already done in 2017 and it has to be implemented continually.
