TAHAP-TAHAP PERUMUSAN PERATURAN DAERAH NOMOR 15 TAHUN 2016 TENTANG PENYELENGGARAAN PENDIDIKAN MENENGAH DI DAERAH ISTIMEWA YOGYAKARTA

Abstrak
Penelitian ini bertujuan untuk mendeskripsikan tahap-tahap perumusan Peraturan Daerah Nomor 15 Tahun 2016 tentang Penyelenggaraan Pendidikan Menengah. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode Analisis Data Sekunder (ADS) yang dipadukan dengan wawancara mendalam. Data sekunder dianalisis menggunakan analisis isi induktif dan data wawacara dianalisis menggunakan Model Miles dan Huberman. Uji keabsahan data menggunakan trianggulasi metode. Hasil penelitian menunjukkan tahap perumusan Peraturan Daerah Nomor 15 Tahun 2016 tentang Penyelenggaraan Pendidikan Menengah mencakup empat tahap yakni tahap perumusan masalah, tahap agenda kebijakan, tahap pemilihan alternatif kebijakan, dan tahap penetapan kebijakan. Masalah pokok yang melatarbelakangi perumusan kebijakan adalah 1) Penguatan budaya di lingkungan pendidikan, 2) Kesenjangan kualitas pendidikan, 3) Akses pendidikan, 4) Peraturan perundang-undangan yang berlaku belum memadai sebagai payung hukum. Masing-masing permasalahan dibahas oleh perumus kebijakan sehingga menghasilkan peraturan yang mendasari penyelenggaraan pendidikan menengah serta mampu mengatasi pemasalahan pendidikan menengah di DIY.

Abstract
This research aims to describe the formulation stages of Region Regulation Number 15 Years 2016 In The Implementation Of Senior High School. This research uses descriptive qualitative approach with secondary data analyzis (SDA) method combined with indepth interview. Secondary data analyzis is a method by utilizing secondary data as a main research data. Secandary data were analyzed using inductive content analysis and interview data analyzed using Miles and Huberman Model while the data validity test used method triangulation. Research result shows that formulation of Region Regulation Number 15 Years 2016 In The Implementation Of Senior High School includes four stages are; the problem formulation stage, the policy agenda stage, the policy alternatives selection stage, the policy determination. The main issues behind the formulation of the policy are 1) Strengthening the culture in the education environment, 2) the quality gap of education, 3) Access to education, 4) The prevailing laws and regulations inadequate to underlies the implementation of senior high school in Special Region of Yogyakarta. Each issues is discussed by policy makers to make the rules that underlie the implementation of senior high school and able to overcome the problems of senior high school in Special Region of Yogyakarta.
