Abstract


ABSTRAK
Penelitian ini bertujuan untuk mendiskripsikan implementasi Kebijakan sekolah ramah anak serta faktor pendukung dan penghambatnya di SD Negeri Ngupasan Yogyakarta.
Penelitian ini menggunakan jenis penelitian deskreptif kualitatif. Subyek dari penelitian ini yaitu kepala sekolah, guru, siswa, dan pegawai dinas dengan obyek penelitian meliputi Implementasi Kebijakan Sekolah Ramah Anak di SD Negeri Ngupasan Yogyakarta. Metode pengumpulan data yang digunakan berupa observasi, wawancara, dokumentasi. Teknik analisis data menggunakan model Milles dan Huberman meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Dan uji keabsahan data menggunakan trianggulsi sumber.
Hasil penelitian menunjukan bahwa Implementasi Kebijakan Sekolah Ramah Anak di SD Negeri Ngupasan Yogyakarta meliputi: (1) tujuan kebijakan sekolah ramah anak sudah terlihat, bisa dilihat dari sikap para siswa yang telah merasa aman dan nyaman berada disekolah; (2) sumber daya manusia, dan sumberdaya sarana parasarana yang mendukung implementasi kebijakan sekolah ramah anak dan sumber daya finansial yang bersumber dari dinas; (3) badan pelaksana yang bertanggung jawab dalam menjalankan kebijakan sekolah ramah anak adalah tim sekolah ramah anak terdiri dari guru dan juga paguyuban wali murid; (4) dampak setelah adanya sekolah ramah anak adalah dukungan positif dari berbagai pihak terutama siswa dan orang tua siswa; (5) sikap setelah adanya kebijakan sekolah ramah anak tentunya semua pihak mendukung dalam keberhasilan kebijakan tersebut terutama guru dan kepala sekolah; (6) komunikasi, adanya sosialisasi mengenai kebijakan sekolah ramah anak kepada guru, siswa, dan orang tua serta merangkul instansi dan dinas terkait. Faktor Pendukung berupa sikap positif dan dukungan dari berbagai pihak serta adanya komitmen dari pihak sekolah dalam keberhasilan kebijakan sekolah ramah anak. Faktor penghambat berupa waktu pelaksanan kebijakan, komunikasi, kurangnya pemenuhan sarana dan prasarana yang ramah anak terutama anak berkebutuhan khusus.

ABSTRACT
This research is aimed to descripe the implementation of children-friendly school policy and its supporting and hampering factors at Ngupasan State Primary School Yogyakarta.
This research utilizes descriptive qualitative research type. The subjects of this research are headmaster, teachers, students, and official staff. The object of this research includes The Implementation of children-friendly school policy at Ngupasan State Primary School Yogyakarta. The data collection techniques are observation, interview, and documentation. The data analysis technique uses Miles and Huberman’s model which includes data reduction, presentation and conclusion remarks. The data validity test uses source triangulation.
The research result indicates that the Implementation of the policy of Children-friendly school at Ngupasan State Primary School includes: (1) the objective of the chidlren-friendly school policy has been fullfilled. It is seen from the students’ attitude who feel safe and comfortable to stay at school; (2) the human resource and facilities resource which support the implementation of children-friendly school policy and financial resource which is sourced from the government service; (3) the implementer agency which is responsible in carrying out the children-friendly school policy is the team of children-friendly school that consists of teachers and students’

guardian; (4) the effect of the school existence is positive support given by many parties, especially students and their parents; (5) the attitude after the implementation of children-friendly school is that all parties support the success, especially the teachers and headmaster: (6) communication. The socialization on children-friendly school policy which is performed towards teachers, students and parents and embrace relevant institutions and official. The supporting factors are in form of positive attitude and support given by various parties and the commitmet of school in the success of children-friendly school policy. The hampering factors are in forms of the policy implementation, communication and lack fullfilment of facilities and acommodation which are children-friendly, for example for special need children.
