IDENTIFIKASI FAKTOR PENGHAMBAT PELAKSANAAN KURIKULUM 2013 DI SD NEGERI JLABAN SENTOLO KULON PROGO

Abstract



ABSTRAK
Penelitian ini bertujuan untuk mengidentifikasi faktor penghambat pelaksanaan
Kurikulum 2013 di SD Negeri Jlaban Sentolo Kulon Progo. Penelitian ini merupakan penelitian
deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara
dan studi dokumentasi. Data dianalisis dengan menggunakan langkah-langkah, reduksi data,
display data, dan penarikan kesimpulan. Teknik pemeriksaan keabsahan data dengan
menggunakan triangulasi, yaitu triangulasi teknik dan triangulasi sumber. Subjek yang
digunakan dalam penetilian ini yaitu kepala sekolah, guru kelas I, II, IV dan V serta peserta
didik. Sedangkan objek penelitian ini yaitu faktor penghambat pelaksanaan Kurikulum 2013 di
SD Negeri Jlaban Sentolo Kulon Progo. Hasil penelitian menunjukkan bahwa terdapat faktor
intern dan ekstern yang menjadi penghambat pelaksanaan Kurikulum 2013. Faktor internal
pengetahuan guru yang berupa RPP yang belum memuat pendekatan scientific, pengelolaan
kelas, pengelolaan waktu menghambat pelaksanaan Kurikulum 2013, sedangkan psikologis dan
jasmaniah tidak menghambat pelaksanaan Kurikulum 2013. Faktor eksternal yang berupa
peserta didik yang belum beradaptasi, pendekatan scientific yang masih sulit dilakukan, materi
yang tidak sampai mendalam, sarana prasarana yang belum mendukung, penilaian yang terlalu
banyak, memakan waktu yang lama, rumit dan mendetail serta belum adanya blangko rapor
(hasil belajar peserta didik selama satu semester) resmi dari pemerintah pusat dan hasil rapor
yang membuat orangtua/ wali peserta didik merasa tidak puas karena berupa deskripsi
menghambat pelaksanaan Kurikulum 2013.

ABSTRACT
This research aims for identifying the obstacle factors of implementing Curriculum
2013 at SD Negeri Jlaban Sentolo Kulon Progo. This research is a descriptive qualitative
research. The technique for collecting data is by doing observation, interview and
documentation study. The data are analyzed by using steps, data reduction, data display, and
making a conclusion. The technique for investigating data validity is by using triangulation,
such as technique triangulation and source triangulation. The subjects which are used in this
research are the headmaster, the classroom teachers of 1st, 2nd, 4th, and 5th grade, and the
students. While the object of this research is the obstacle factors of implementing Curriculum
2013 at SD Negeri Jlaban Sentolo Kulon Progo. The result of this research shows that there are
internal and external factors which obstruct the implementation of Curriculum 2013. Internal
factors include the teacher’s ability on making RPP which has not accommodated the scientific
approach, class management, and time management obstructs the implementation of
Curriculum 2013, while psychological and bodily do not obstruct the implementation of
Curriculum 2013. External factors include the students who have not adapted, the scientific
approach which is difficult to be done, the materials which have not been materialized deeply, 

unsupported mediums and infrastructure, too many assessments, spend much time, complicated,
and detail also there is no legitimate report blank (students’ result of learning during one
semester) from the central government and the report which makes the parents are not satisfied
because it is a description that obstruct the implementation of Curriculum 2013.
