PELAKSANAAN PROGRAM DIKLAT IDEOLOGI PANCASILA, WAWASAN KEBANGSAAN, DAN KEISTIMEWAAN DIY DI BADAN DIKLAT DIY

Penelitian ini bertujuan untuk mendeskripsikan perencanaan, pelaksanaan, evaluasi dan faktor pendukung serta penghambat diklat IPWAK di Badan Diklat DIY. Penelitian ini merupakan penelitian kualitatif deskriptif. Pengumpulan data dengan wawancara, observasi, dan dokumentasi. Keabsahan data penelitian menggunakan teknik triangulasi sumber dan teknik. Hasil penelitian menunjukan: 1) Perencanaan diklat IPWAK meliputi: AKD, perencanaan kurikulum, pengembangan skenario pembelajaran, penyusunan jadwal, penentuan fasilitator, pemanggilan peserta, dan persiapan sarana prasarana; 2) Pelaksanaan diklat IPWAK meliputi registrasi, pengarahan program, pre test, penyampaian materi, praktik lapangan, seminar, post test, dan evaluasi penyelenggaraan. 3) Evaluasi diklat IPWAK terdiri dari evaluasi pengajar, evaluasi penyelenggaraan diklat, evaluasi akhir peserta, dan evaluasi paska pelatihan. 4) Faktor pendukung diklat antara lain: sarana prasarana yang mendukung, suasana kampus yang nyaman, pengajar berkompeten, dan metode pembelajaran bervariasi. Faktor penghambat antara lain: sistem on-off class yang menyebabkan peserta kurang fokus, perubahan jadwal harus menyesuaikan pengajar, media pembelajaran kurang lengkap, dan lokasi tempat pelatihan jauh.

Abstract
The research aims to describe the planning, implementation, evaluation and proponent and barrier factors of IPWAK training in Badan Diklat DIY. The data was collected by conducting interviews, observation, and documentation. The validity of the research data was examined using the triangulation of sources and techniques. The study results indicated: 1) IPWAK training planning included: AKD, curriculum planning, development of learning scenarios, preparation of timetables, the determination of the facilitators, the calling of participants; 2) implementation of IPWAK training included registration, briefing program, pretest, delivery of material, field practice, seminars, post test, and evaluation. 3) Evaluation IPWAK training consisted of teacher evaluation, training implementation evaluation, final participants evaluation, and post training evaluation; 4) proponent factors included: the supporting tools, competent teachers, and varied learning methods. Barrier factors included: on-off class system that caused the participants less focus, the changes of the schedule must adjust the educators, the lack of learning media, and the location distances.
