EVALUASI PELAKSANAAN PROGRAM PEMBINAAN USAHA MIKRO KECIL DAN MENENGAH OLEH LEMBAGA ILMU PENGETAHUAN INDONESIA (Studi Kasus Usaha Mikro Kecil dan Menengah UD.Miroso)

Abstract

Penelitian bertujuan untuk mengevaluasi peningkatan hasil produksi UMKM UD.Miroso setelah
pembinaan yang dilakukan oleh LIPI. Penelitian ini adalah penelitian evaluasi program model CIPP. Context
untuk mengetahui tujuan program, Input untuk mengetahui sumber dana, sarana dan prasarana, Process
untuk mengetahui pelaksanaan program, Product untuk mengetahui hasil program. Penelitian dilakukan
Desember 2015 sampai Juli 2016. Pengumpulan data menggunakan observasi, dokumentasi, dan wawancara.
Data dianalisis secara deskriptif kualitatif dan kuantitatif. Hasil penelitian menunjukan, tujuan program
adalah meningkatkan hasil produksi melalui transfer teknologi dan modal usaha. Dana berasal dari LIPI
,70% untuk transfer teknologi dan modal, 30% untuk biaya operasional. Sarana disediakan seluruhnya oleh
penyelenggara. Faktor pendukung yaitu sumber daya manusia di UD.Miroso, sedangkan faktor penghambat
adalah harga bahan baku yang tidak stabil. Peningkatan jumlah produksi dilihat dari jumlah penjualan
produk, sebelum pembinaan pendapatan berkisar Rp.1.000.000-Rp.3.000.000/bulan, setelah kerjasama
pendapatan meningkat signifikan yaitu Rp.8.000.000/bulan. Peningkatan jumlah produksi menunjukan
bahwa program dapat dinyatakan berhasil.

The study aims to evaluate the increased production of SMEs UD.Miroso after coaching conducted
by Indonesian Institutes Of Science. This study is the evaluation of CIPP model program. Context to know
the purpose of the program, Input to determine the source of funds, facilities and infrastructures, Process to
determine the implementation of the program, Product to know the results of the program. The study was
conducted in December 2015 through July 2016. The collection of data through observation, documentation,
and interviews. Data were analyzed descriptively qualitative and quantitative. The results showed, the
purpose of the program is to increase production through technology transfer and venture capital. Funds
derived from Indonesian Institutes of Science, 70% for the transfer of technology and capital, 30% for
operational costs. Means are provided entirely by the organizers. The supporting factors from human
resources in UD.Miroso, while inhibiting factor is the price of raw materials unstable. Increasing of
production seen from the number of sales of the product, before coaching conducted the earnings range just
Rp.1.000.000-Rp.3.000.000/month, after the coaching income increased significantly by
Rp.8.000.000/month. Increasing the number of production shows that the program can be declared a
success.
