Abstract

 This research aims to describe the role of civic education teachers in the assessment of learning appropriate curriculum 2013, the obstacles faced by teachers of civic education teachers in the assessment of learning, and the efforts of civic education teachers to overcome the obstacles in the assessment of learning in Vocational High School Ma'Arif 1 Wates District Kulon Progo. This Research is a descriptive study with qualitative approach. Subject determination conducted by purposive. The subject in this research are three Civic Education teachers who teach in Vocational High School Maarif 1 Wates. The data is collected by interview, observation, and documentation. Examination validity data technique is using triangulation method. Data analysis technique is using inductive data, where the steps involved reduction data, categorization data, presentation data, and conclusion. The result of this research are : 1) the role of civic education teachers as a proofreader in the assessment of learning appropriate curriculum of 2013 in Vocational High School Ma'arif 1 Wates is going well. Beside that, the role of the teacher as motivator, initiator and evaluator in the assessment of learning appropriate curriculum of 2013 in Vocational High School Ma'arif 1 Wates is still not going well. 2) the obstacles faced by teachers of civic education teachers in Vocational High School Ma'arif 1 Wates in the assessment of learning appropriate curriculum of 2013 were the internal and external obstacles. Internal obstacles include: mastery of technology factor, the age factor, they are lack of skill in learning assessment technique. External obstacles include: limited time factor, supporting infrastructure of learning, and students. 3) the efforts of civic education teachers to overcome the obstacles in the assessment of learning appropriate curriculum of 2013 include: asking for help from others or students for operating the tool / learning media, motivate themselves, relearn examples of assessment techniques form teacher guide books and the example of other teachers, structured additional task and unstructured additional task, using the creative learning method that is easy to understand, giving prizes and / or awards to students who excel in the classroom and active during learning activities, and choose the method as well as an assessment technique that adapts to conditions of students.
