THE ROLE OF THE ELECTION SUPERVISORY COMMITTEE ON PREVENTION OF ABUSE AT THE ELECTION OF HEADS OF REGIONS IN YOGYAKARTA YEAR 2017

This study aims to reveal how the role of the election supervisory committee (Panwas Yogyakarta) in the prevention violations in local elections in the city of Yogyakarta in 2017. In addition, to describe the obstacles faced by Panwas Yogyakarta while doing prevention election of heads of local violations. Then Panwas solution in resolving these obstacles. This type of research is descriptive, with qualitative approach. The research subject is determined using purposive technique. Subjects of this study consisted of the, the commission, governance, police and candidatate supporting team. Collecting data in this study used of in-depth interviews and documentation. Then, to ensure the validity of the data using a cross check. The technique in analyzing the data in this study is by the reduction, categorization and unitization, display or presentation, and conclusions. The results show that: [1] Panwas in preventiving electoral violation in the city of Yogyakarta in 2017 uses two strategies, namely socialization and appeals. Socialization and appeal aims to organizers, participants, civil administrative state, and the public comply with legislation and the election of heads of regions can work together in realizing the local elections that are honest, fair, and integrity. [2] Panwas in carrying out its duties experiencing barriers namely: First, the voters' data while obtained from the clerk of updating the data selector (PPDP) often do not match. Second, Panwas difficult to prevent the practice of money politics and expose the practices of money politics. Third, the number of personnel to make minimal supervisory committee supervisory committee's performance hampered. Fourth, the public distrust of the existence of the election supervisory committee as well as the lack of awareness of participants and the public about the importance of local elections. [3] The solution to overcome voters' data while Panwas do matching the data obtained from PPDP. The lack of personnel can be solved with the cooperation of the supervisory committee and formed a volunteer supervisory committee. Then solutions to overcome barriers to public distrust in the existence of the election supervisory committee as well as the lack of awareness of participants and the public, Panwas use the strategy of socialization and appeal.
