YOGYAKARTA SPECIAL REGION POLICE EFFORTS IN TACKLING DRUG CRIME
Abstract
ABSTRACT
The aims of the study are to describe the effort and the constraints of the Yogyakarta Special Region Police in tackling drug crime, as well as describe the efforts to overcome the constraints of Yogyakarta Special Region Police in tackling drug crime. This research is descriptive research with qualitative approach. The subject of the research is determined by purposive technique. To collect the data, researcher conducts interviews and documentation, then the validity of the data reached by cross check. The analysis of the data uses inductive technique which includes some stages as data reduction, data presentation, and withdrawing conclusion. The result of the study shows that: (1) the efforts of Yogyakarta Special Region Police in tackling drug crime include implementing preemtif, preventive, repressive, and rehabilitative programmes. (2) the obstacles of Yogyakarta Special Region Police in tackling drug crime are: insufficient in vehicle and budget constraints for preemtif activities; the perpetrator method to hide drug; the lack of participation community to report the drug crime, limited of the facilities and infrastructure, the perpetrator use mode interrupted cell and mode changing; There is no specific section of directorate rehabilitation and there is no specific budget for rehabilitation. (3) the effort to overcome the obstacle are: using private vehicles and using operations budget of the Director Drug Reserse of the Yogyakarta Special Region Police for preemtif activities; thorough as possible in doing shakedown; encouraging public to report the drug crime, collaborating with the mobile provider and attempt by carrying out surveillance and disguises in social media manually, using private vehicles for repressive activities and improving the professionalism of the personnel, dig information from other evidence, immediately make adjustments with learn method used perpetrator and doing procurement tools to adjust the crime patterns of perpetrators; cooperating with The National Narcotic Agency (BNN) Yogyakarta Special Region or The National Narcotic Agency (BNN) district in rehabilitative programmes.
