Abstrak
Tujuan penelitian ini adalah: (1) mendeskripsikan implementasi kebijakan penataan dan pemerataan guru PNS, (2) mendeskripsikan faktor pendukung dan faktor penghambat, dan (3) mendeskripsikan upaya pemerintah dalam mengatasi hambatan yang muncul dalam implementasi kebijakan penataan dan pemerataan guru PNS pada jenjang SD di dinas pendidikan kabupaten Bantul. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Subjek dalam penelitian ini meliputi kepala dinas, kepala bagian perencanaan, dan kepala bagian sekolah dasar. Hasil penelitian menunjukkan bahwa implementasi kebijakan penataan dan pemerataan guru PNS meliputi tiga tahap yaitu pengorganisasian, interpretasi, dan aplikasi. Tahap pengorganisasian berupa adanya team khusus dari dinas yang bertugas menganalisa data kebutuhan guru yang telah diserahkan oleh sekolah. Tahap interpretasinya yaitu dinas telah melakukan sosialisasi ke sekolah sekolah terkait kebijakan yang akan diimplementasikan. Tahap aplikasinya yaitu sekolah mengumpulkan data kebutuhan guru dan diserahkan ke dinas, kemudian dari dinas yang menentukan hasil analisa. Faktor pendukung implementasi yaitu komunikasi yang baik antara dinas dengan sekolah. Faktor penghambatnya yaitu guru dan sekolah yang merasa keberatan dengan kebijakan tersebut.

Abstrak
The objectives of this study were: (1) describe the implementation of PNS teacher management and equalization policies, (2) describe the supporting factors and inhibiting factors, and (3) describe the government's efforts to overcome the obstacles that arise in the implementation of PNS teacher teacher structuring and equalization policies at the elementary level in the basic education office of Bantul district. This study uses a qualitative approach with descriptive methods. Subjects in this study included the head of the basic education service in Bantul regency, the head of the basic education planning section, and the head of the elementary school section. The results showed that the implementation of civil servant teacher structuring and equalization policies included three stages, namely organizing, interpreting, and applying. The organizing phase is in the form of a special team from the agency in charge of analyzing teacher needs data that has been submitted by the school. The interpretation phase is that the agency has conducted socialization to school schools regarding policies that will be implemented. The application phase is that the school collects teacher needs data and is submitted to the service, then from the department that determines the results of the analysis. Supporting factors of implementation are good communication between service and school. The inhibiting factors are teachers and schools who feel objected to the policy.
