Abstrak
Penelitian ini bertujuan untuk meningkatkan keaktifan belajar siswa dalam pembelajaran
Pendidikan Kewarganegaraan (PKn) dengan menggunakan media panpel gambar. Media panpel gambar
digunakan untuk meningkatkan keaktifan belajar siswa serta. Penelitian ini merupakan Penelitian
Tindakan Kelas (PTK). PTK ini dilakukan dua siklus. Siklus I terdiri atas 2 pertemuan, sedangkan siklus
II terdiri atas 2 pertemuan. Subjek penelitian ini adalah siswa kelas IIIA SD Negeri Tukangan yang
berjumlah 28 siswa, Metode pengumpulan data penelitian meliputi: observasi dan tes. Teknik analisis
data yang digunakan adalah teknik analisis kualitatif. Hasil penelitian menunjukkan bahwa penggunaan
media panpel dalam pembelajaran Pendidikan Kewarganegaraan telah berhasil meningkatkan keaktifan
belajar siswa kelas IIIA SD Negeri Tukangan Yogyakarta Peningkatan keaktifan belajar tersebut dicapai
melalui dua siklus. Hasil tersebut ditunjukkan dari adanya peningkatan keaktifan belajar Pendidikan
Kewarganegaraan siswa dari setiap siklus. Berdasarkan hasil observasi keaktifan siswa dalam
pelaksanaan pembelajaran dengan media panpel gambar diperoleh rata-rata keaktifan belajar siswa pada
siklus I yaitu 57% yang kemudian meningkat pada siklus II menjadi 80%. Seluruh siswa sudah mencapai
nilai KKM 66.

Abstract
This study aims to inprove the students’ learning activeness in the civic Educational learning by using
picture pasteboard media. The picture pasteboard media were used to inprove the students’ learning activeness.
This was a classroom action research (CAR) study. It was conducted in two cycles. Each cycleconsisted of to
meetings. The research subjects were the students of Grade IIIA of SD Negeri Tukangan with a total of 28 students.
The data were collected through observations and test. They were analyzed by the qualitative analysis technique.
The results of the study showed that the pasteboard media in civic educations learning were capable of improving
the learning activeness of the stuents of Grade IIIA of SD Negeri Tukangan, Yogyakarta. The improvement of the
learning activeness was attained through two cycles. The results indicate by the improvement of the students
learning activeness in civic education in the each cycle. Based on the observation results, the students’ activeness
in the learning implementation using the picture pasteboard media was indicated by their average learning
activeness in Cycle I which was 57%, which then improved to 80% in Cycle II. All the students attained the
Minimum Mastery Criterion (MMC) of 66
