Governance Quality Analysis in Class C Mining Business Process in Klaten Regency

Abstract
Klaten Regency is one of the areas affected by the eruption of Mount Merapi, which encouraged local people to utilize the potential of natural resources in the form of sand by opening mining businesses. However, many of these sand mining businesses operate without official permits, causing problems in terms of legality and governance. This study aims to describe the quality of government implementation in the class C mining business process in Klaten Regency, especially in Talun Village and Tegalmulyo Village, Kemalang District. This study uses a qualitative approach with data collection techniques through observation, interviews, and documentation studies. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of governance in the sand mining business in Klaten Regency is not optimal. Village governments tend to be non-transparent and non accountable in managing mines, even though they have involved community participation. In contrast, the Central Java ESDM Service has implemented better governance by implementing transparency, accountability, and the principle of participation. However, the implementation of this governance policy still faces obstacles at the village level, which is a key factor in the success or failure of implementing the quality of governance in the mining sector.
