Public-Private Partnership (PPP) in the Development of Wukirsari Tourism Village

Abstract

This study aims to describe the stages of public-private partnership and the factors that drive and inhibit the development of Wukirsari Tourism Village. This study uses a qualitative descriptive analysis approach. Data in this study were obtained using observation, interview, and documentation techniques. The results of the study indicate that the stakeholders involved consist of the government, private sector, educational institutions, media, and the community as managers. PPP is supported by tourism potential, human resources, partners, and programs. The implementation of PPP in Giriloyo Batik Village Tourism was unilaterally terminated by PT Pertamina due to a change of position which caused the program to not be continued. This shows that Pertamina is not consistent with what has been agreed upon in the program planning. Meanwhile, the PPP between the managers of Wukirsari Wayang Tourism and PT BCA continues until now. This shows that stakeholder consistency is an important factor that greatly influences the sustainability of the program. PT Pertamina and PT BCA are in the position of primary stakeholders and key players because they are the owners of the main resources. While the manager is in the position of secondary stakeholders and subjects as program targets. PPP in Wukirsari Tourism Village has had an impact on improving the community's economy and contributed to village income.
