EVALUASI PENERAPAN PRINSIP-PRINSIP TOTAL QUALITY MANAGEMENT (TQM) DI SMK NEGERI 1 MAGELANG

Abstract


Abstrak

Penelitian ini bertujuan untuk mengetahui: (1) penerapan prinsip TQM di SMK Negeri 1 Magelang, (2) faktor-faktor pendukung TQM, (3) faktor penghambat, dan (4) upaya mengatasi hambatan penerapan TQM tersebut. Penelitian ini merupakan penelitian evaluasi yang menggunakan model evaluasi Countenance Stake dengan tiga tahapan utama evaluasi, yaitu anteseden, transaksi dan hasil. Responden penelitian ini adalah guru dan siswa kelas X. Pengumpulan data menggunakan angket, wawancara, dan dokumentasi. Data yang terkumpul selanjutnya diolah secara deskriptif. Dari perhitungan dan olah data didapat hasil penelitian sebagai berikut: (1) penerapan prinsip TQM di SMK Negeri 1 Magelang, dikategorikan dengan sangat baik, (2) faktor pendukungnya adalah: motivasi sekolah unggulan, SDM dan perkembangan IPTEK, pengelolaan manajemen yang baik, serta komitmen bersama, (3) faktor penghambat diantaranya: tanggung jawab pasang surut, kurang ketegasan pimpinan unit kerja, resiko yang melekat, dan SDM yang lemah, (4) upaya mengatasi hambatan adalah peningkatan komitmen seluruh komponen sekolah, pemahaman sekolah berkualitas, dan perbaikan dalam segala bidang.

Abstract

This research intends to know (1) implementation TQM principles in SMK Negeri 1 Magelang, (2) the elements which support, (3) the elements which prevent, and (4) the efforts to solve the problem. This research was an evaluation research using Countenance Stake evaluation method through three main step evaluations i.e. antecedent, transaction and the result. Respondents in this research were teachers and students class X. Data collecting techniques used were questionnaire, interview, and documentation. The collected data was analyzed descriptively then. Based on data calculation and analysis, the researcher found out the result of the research as follows: (1) the application of TQM principles in SMK Negeri 1 Magelang was categorized  very well , (2) the elements which support are motivation to be a high quality school, human resources and technology, good education management, and commitment, (3) the elements which prevent were inconsistent commitment, less assertive leader of work unit, latent risks, and low quality of human resources, (4) the efforts to solve the problem of the application of TQM principles were improving the implementers’ commitment and consistency, improving the understanding of quality school, and conducting upgrading in all aspects.
