EVALUASI PELAKSANAAN PROGRAM INDONESIA PINTAR (PIP)

Penelitian ini bertujuan untuk mengetahui bagaimana pelaksanaan Program Indonesia Pintar (PIP) di SMK Negeri 3 Wonosari yang meliputi: (1) kesiapan sekolah, (2) proses pelaksanaan, (3) pemanfaatan dana, (4) faktor yang mempengaruhi PIP. Penelitian ini termasuk evaluasi program model Stake dengan metode pendekatan deskriptif kuantitatif kualitatif. Sampel penelitian 29 siswa kelas XI penerima PIP tahun 2015. Metode pengumpulan data menggunakan angket, wawancara dan dokumentasi. Uji validitas instrumen menggunakan korelasi product moment. Reliabilitas instrumen dianalisis menggunakan split-half method. Hasil penelitian evaluasi pelaksanaan PIP di SMK Negeri 3 Wonosari dikategorikan baik dengan spesifikasi: (1) kesiapan sekolah berkategori sangat baik (78,30%), (2) proses pelaksanaan PIP berkategori baik (76,21%), (3) pemanfaatan dana PIP berkategori baik (73,37%), (4) (a) faktor pendukung meliputi adanya pendataan kepemilikan Kartu Indoneisa Pintar/Kartu Keluarga Sejahtera, tim pelaksana berpengalaman, monitoring berkelanjutan, siswa proaktif; (b) faktor penghambat meliputi kurangnya sosialisasi program, penetapan waktu tidak konsisten dari pemerintah, waktu pencairan dana kurang tepat.

Abstract
This study aims to find out how implementation of Smart Indonesian Program (SIP) at Wonosari State 3 Vocational High School covering: (1) school readiness, (2) implementation process, (3) utilization of funds, (4) factors affecting SIP. This study included an evaluation of the Stake model program with a qualitative quantitative descriptive approach. Sample of 29 students class XI SIP holders of 2015. Methods of data collection used questionnaires, interviews and documentation. Instrument validity test used product moment correlation. Instrument reliability was analyzed used split-half method. The results of the evaluation of the implementation of SIP at Wonosari State 3 Vocational High School were categorized as good with the specifications: (1) readiness of school is very good category (78.30%), (2) SIP implementation process was categorized good (76.21%), (3) SIP categorized good (73.37%), (4) (a) supporting factors includes data of Smart Indonesian Card / Prosperous Family Card ownership, experienced executive team, continuing monitoring, proactive students;(b) inhibiting factors includes lack of socialization programs, government policy timing inconsistency, timing of disbursement was not appropriate.
