THE ANALYSIS OF EDUCATION PROGRAM IN CAMPAIGN OF PROSPECTIVE PRESIDENT AND DEPUTY PRESIDENT IN 2014 BASED ON PRINT MEDIA REPORTING

Abstract


The purpose of the research is to know : (1) education program offered by the prospective president in 2014-2019 period based on mass  media reporting. (2) the relevance of the program offered against education problems in Indonesia, and (3) the partisanship of media toward one of the presiden candidate on delivering news.

This sort of research is descriptive with qualitative approach. Data collection technique with documentations and interviews. Validity checking technique use data cross check between documentations and interviews. The subjects of this  research determined by purposive technique are the education science experts such as Dr. Arif Rohman dan Dr. Dwi Siswoyo, and 3 national print medias such as Kompas, Media Indonesia, and Republika. Data analysis use crtical discourse analysis by Norman Fairclough.

The result of this research shows that (1) Prabowo-Hatta education program such as the improvement of teachers welfare, equalize education quality, 12-year complimentary education, encourage trio helix with fund 10 trillion rupiah, fund allocation 150 million rupiah per school, improving the efficiency of education expenditure, and encourage the existing of centers of excellence. Jokowi-Kalla promising early character formation, requiring foreign companies in Indonesia to transfer technology, 12-year complimentary education, integrating character education into subjects, encourage teacher certification and national examination evaluation. (2) Relevance equalization program budget allocation for schools with education issues considered less, should be based on the needs of the school. Improving the teachers welfare is relevant, followed by evaluation and equalization distribution of teacher resources. The program  to improve the character and  technology are relevant to be applied, but should be based on paradigm that technology is not the goal but just a means  to attain it. (3) Kompas alignments seen in several editions that they publish news pro Jokowi-Kalla and more advertise that couple. Media Indonesia tend  to publish pro Jokowi-Kalla news, some news that charging Prabowo-Hatta, and produce Jokowi-Kalla’s advertisement campaign only. Republika advertises more Prabowo-Hatta, do not include news about Prabowo-Hatta campaign violations, and producing the news that intended to improve their electability.
