THE ROLE OF THE CHILDREN AND WOMEN SERVICE UNIT OF POLICE RESORT OF YOGYAKARTA CITY IN PROTECTION WOMEN VICTIMS OF DOMESTIC VIOLENCE

Abstract

ABSTRACT

This study is based on research which aims to describe the role of the Children and Women Service Unit  of Police Resort of Yogyakarta City in protection women  victims of domestic violence and to identify obstacles faced Children and Women Service Unit of Police Resort of Yogyakarta City in protection women victims of domestic violence. It also aims to describe the efforts of the Children and Women Service Unit of Police Resort of Yogyakarta City in overcoming the obstacles of the protection women victims of domestic violence. This research is descriptive research with qualitative approach. The subject of research is determined by using purposive technique so that became the subject of research are the head and members of Children and Women Service Unit of Police Resort of Yogyakarta City. The technique of data collection is using interviews and documentation. Test the data validity is using crosscheck technique. Furthermore, researcher is using inductive thinking technique to analysis data and the stage through data reduction, data categorization, data display, and withdrawal of conclusion. The result of this research showed that 1) the role of Children and Women Service Unit of Police Resort of Yogyakarta City in protection women victims of domestic violence is carried out by preventive and repressive protection. Preventive protection is carried out by implementing public awareness and socialization. While, repressive protection is carried out by monitoring the health conditions of victims and ask the visum et repertum; implementing counseling; put the victim in a safe house (shelter); informing the case handling progress to victim; ensure the safety of victims who  recant  her complaints. 2) The obstacles faced  in protection women victims of domestic violence are absence of implementing regulations related orders of protection, fund limitations, visum result come out in a long time, human resource limitations, infrastructure limitations, and some victims are reluctant to be placed in safe house. 3) The efforts Children and Women  Service  Unit  of  Police  Resort  of  Yogyakarta  City  to  overcome  the  obstacles  of protection  women  victims  of domestic  violence  are  implementing  protection  in  accordance article 17 act the elimination of domestic violence and article 10 Kapolri Regulations Year 2008

Number 3, using private money police, interlace coordination with hospital, interlace cooperation with FPK2PA DIY institution to send psychologist personnel, following development education specialist for PPA woman police, interlaced cooperation with FPK2PA institution that provides safe house (shelter), and give understanding about the rights of the victims.
