THE ROLE OF TEACHERS IN THE DEVELOPMENT OF ASSESSMENT INSTRUMENTS HIGH ORDER THINKING SKILLS ON PPKN SUBJECTS FOR THE STUDENTS OF CLASS XI HIGH SCHOOL IN SLEMAN REGENCY

This study aims to describe the role of the teacher, the teacher's difficulties as well as the efforts made in the development of teacher assessment instruments High Order Thinking Skills on PPKn subjects for the students high school of Class XI in Sleman Regency. This research is descriptive research using qualitative approach. Data collection techniques used are interviews, observation, and documentation. Technique of data analysis is performed by means of inductive analysis. Techniques of examination of the validity of the data used in this research is the technique of triangulation. The results showed that: (1) the role of the teachers PPKn in developing the assessment instruments High Order Thinking Skill for students high school of Class XI can be known through the preparation of the plan of implementation of the study had yet to develop implementation plans appropriate learning ability of teacher assessment instruments to develop High Order Thinking Skills; through the implementation of learning by teachers who have not yet developed an instrument assessment High Order Thinking Skill in learning; and through the evaluation of learning by teachers with different development ways, so that the role of the teacher in developing assessment instruments to measure the High Order Thinking Skills on subjects PPKn not yet implemented to its full potential; (2) the difficulties faced high school teacher PPKn class XI in developing assessment instruments to measure the High Order Thinking Skills on the ability of the students of the different mindsets as well as the elaboration of the curriculum assessment of 2013; (3) efforts to address the difficulties of developing assessment instruments High Order Thinking Skills on PPKn subjects for students high school of Class XI is to explain to the students that are less clearly, simplification of understanding the question, remidial, MGMP forum.
