IMPLEMENTATION OF LAW NUMBER 13 YEAR 2012 REGARDING SPECIAL REGENCY OF YOGYAKARTA

ABSTRACT

This research aims to describe the Implementation of UU Nomor 13 Tahun 2012 tentang Keistimewaan Daerah Istimewa Yogyakarta (Act No. 13 of 2012 on Special  Authorithy  of  Special  Region  of  Yogyakarta)  in  particular  the  special authority on the procedures for filling the position, position, duties and functions of the Governor and Vice Governor, institutional affairs, culture affairs, land affairs and spatial affairs. This is a descriptive research with qualitative approach. The technique in determining the research subjects is purposive techniques, while the data collection techniques uses interviews and documentation. The researcher uses cross-check technique to ensure the accuracy of the data. As the data analysis techniques, the researcher  uses  inductive  data  analysis,  which  includes  3  (three)  stages:  data reduction, data presentation and conclusion. The results of the research show that: implementation  of  special  authority  on  the  procedures  for  filling  the  position, position, duties and functions of the Governor and Vice Governor have been implemented well, it can be seen from the implementer regulations that have been prepared and the smoothness of the program; implementation of special authority on institutional affairs, it is seen from the side of implementer regulations which has been good, but from the institutional side there has been no institutional synchronization yet at the Provincial level with the Regency/City and Village; implementation of special authority on culture affairs, it is seen from the side of implementer regulations  and  the local  Government  program  which  has  not  been implemented maximally, it caused that Perdais Kebudayaan has not been established yet and government programs focus on tangible cultural preservation; implementation of special authority for land affairs has not been maximised, it caused that the gubernatorial have not been established yet, although in terms of program has been maximal enough seen from the number of lands that have been registered; implementation of special authority on spatial planning has not been maximized, it caused that Perdais spatial has not been determined yet and has not been able yet to realize the four regulatory purposes of special authority on spatial affairs.
