THE BARRIERS OF PANCASILA AND CIVIC EDUCATION TEACHER’S IN DEVELOPING OF THE DESIGN AND IMPLEMENTATION INSTRUCTIONAL WITH SCIENTIFIC APPROACH IN JUNIOR HIGH SCHOOL GRADE VII IN GODEAN DISTRICT

This study was aimed at identifying the barriers of Pancasila and Civic Education teacher’s in developing of the design and implementation instructional with scientific approach in Junior High School grade VII in Godean district and the teacher done to solve the barriers. Descriptive study was performed in this study with qualitative approach. Inductive analyze was used to find out the barriers of the teacher. Triangulation was used to find out the validity of data. The results of this study show that: 1) the barrier of teacher in developing of design instructional is source of study limited to teacher’s handbooks; 2) the barriers of teacher in implementation instructional are involvement of student in study, limited of study sources, inappropriate of study method with study design, and the teachers are teaching in the class less than 3 hours; 3) to solve the barriers of the design instructional done by the teachers is look for another source of study which has related to the material and used the books in library; 4) to solve the barriers of the implementation instructional done by teacher are (a) teachers gave the questions for example to make the students active and involved in study; (b) the teachers encourage the students to look for the source of information related to the material of study in library; (c) the method of study is implemented based on the condition and situation of the class by the teachers and; (d) the teachers use the time as well as possible.
