THE EFFORT OF DINAS TENAGA KERJA KABUPATEN BEKASI IN ABSORBING LOCAL LABOURS

Abstract

ABSTRACT

The purpose of this research are: (1) to describe the effort of Dinas Tenaga Kerja Kabupaten Bekasi in absorbing local labours, (2) to identify the obstacles factors of Dinas Tenaga Kerja Kabupaten Bekasi in absorbing local labours, (3) to describe the solution of Dinas Tenaga Kerja Kabupaten Bekasi in solving the obstacles in the effort of absorption the local labours.

The type of this research is descriptive with qualitative research approach. The determination of the research subjects conducted by purposive. Thus, the subjects of the research are the Head of Labour Placement Section, the Head of Sub Division of Planning, the Head of Competency Certification Section, and the Staff of Productivity Measurement and Analysis Section. The data collection techniques used interviews and documentations. The technique to check the validity of the data is using cross-check. The data analysis techniques use inductive analysis through data reduction, data presentation, and conclusion / verification.

The results of this research show that 1) the efforts of Dinas Tenaga Kerja Kabupaten Bekasi in absorbing local labours are a) MoU between the Bekasi Regent and the Manager of Industrial Area in Bekasi Regency to provide 30% (thirty percent) of overall recruitment for local labours, and b) holding job training. 2) The obstacles factors of Dinas Tenaga Kerja Kabupaten Bekasi in absorbing local labours are: a) the un-binding MoU, b) the use of identity cards also called Kartu Tanda Penduduk (KTP) as an indicator of local residents, c) the inadequate facilities and infrastructure for the job training, and d) the company does not guarantee an immediate acceptance for graduates from the job training. 3) thus the solution of Dinas Tenaga Kerja Kabupaten Bekasi in solving the obstacles in the effort of absorption the local labours are: a) appealing the companies to prioritize local labours, b) collaborating with sub-districts and villages officer for job training recruitment, c) revitalization of BLK (Balai Latihan Kerja) or Training Center Building, d) intensify the entrepreneurial activities for local people.
