VILLAGE DEVELOPMENT FUND MANAGEMENT AND RURAL VILLAGE EMPOWERMENT IN HARGOTIRTO VILLAGE OF KOKAP DISTRICT OF KULON PROGO RESIDENCE
Abstract
The purpose of this study is to describe the village fund management in rural development and rural communities’ empowerment. Besides, it aims to identify any obstacles in the management of the village fund.
This research is a descriptive study with qualitative approach. Determination of research subjects uses purposive method. The subjects are the Chief of Hargotirto, the Chairman of BPD Hargotirto, the Chairman of the Hargotirto’s LPMD and 10 people of Hargotirto’s staff consisting of affairs chief, section chief, and dukuh in the Hargotirto villages. The data collection technique uses interviews and documentation methods. The technique of data validity of the data uses cross check. Data analysis technique is through three steps: data reduction, data presentation and conclusion.
The results show that: 1) the management of village funds in rural development and the empowerment of rural communities in Hargotirto are as follows. First, the planning activities that rely on village meetings and sub village meetings in collecting the aspiration of the villagers. Second, the implementation and administration of activities which include the activities of community development and empowerment. Third, reporting and accountability activities carried out by the Government of Hargotirto to account for the financial management of the village including the village fund in order to realize good governance, effective, efficient and transparent. 2) The obstacles that occurs in fund management that internal constraints and external constraints. The internal resistance is the lack of human resources and planning pullback of APBDes of Hargotirto village until May. While the External obstacles are that supervision by the public is still less than the maximum, society jealousy that complicate government programs villages such as house surgeon, lantainisasi and raskin, and the lack of cultural change society in which the stimulus funds the village instead of making the community more self-sufficient, it depends on the stimuli of the next village funds.
