THE IMPLEMENTATION OF THE ACCOUNTABILITY PRINCIPLE IN THE LICENSING SERVICE IN ORDER TO ACTUALIZE GOOD GOVERNANCE IN KULON PROGO REGENCY

Abstract


This study aims to describe: 1) the implementation of the accountability principle of the Board of Capital Investment and Integrated Licensing to actualize good governance in Kulon Progo Regency; 2) the obstacles faced by the Board of Capital Investment and Integrated Licensing in implementing the accountability principle to actualize good governance in Kulon Progo Regency; 3) the efforts undertaken by the Board of Capital Investment and Integrated Licensing in Kulon Progo Regency in overcoming the obstacles.

This is a descriptive research with qualitative approach. Determination of the research subject was conducted through purposive technique which obtained six subjects: Head of the Board of Capital Investment and Integrated Licensing (BPMPT) of Kulon Progo Regency, Head of Division of Service and Complaints, Head of Sub-division of Licensing of BPMPT Kulon Progo Regency, and three users of licensing services in BPMPT of Kulon Progo Regency. The data were collected through interview and documentation. The validity of the data was examined by cross check. While the technique for data analysis was inductive analysis through data reduction steps, data presentation, and conclusion.

The result shows that: 1) the implementation of the accountability principle conducted by the Board of Capital Investment and Integrated Licensing (BPMPT) is not optimum, as proven by the complaints from the society related to the ability of the officers, the speed of services, the schedule certainty, and the comfortable environment; 2) the obstacles faced by BPMPT in implementing the accountability principle to actualize good governance in Kulon Progo Regency are in the form of inadequate facilities and infrastructure, workload which is not equal to the number of employees, and lack of human resources in terms of quantity and quality; 3) the efforts to overcome those obstacles are through using the official car to do the licensing pick-up, recruiting the honorary employees, sending the BPMPT employees to technical guidance training organized annually by Ministry of Home Affairs (Depdagri) and Indonesia Investments Coordinating Board (BKPM), and actualizing online licensing service.
