IMPLEMENTATION OF REGIONAL REGULATION NO. 5 KULON PROGO 2014 ON NO SMOKING AREA AT WATES DISTRIC VOCATIONAL HIGH SCHOOL

Abstract

This study aims to describe the : 1) Implementation of Regional Regulation No. 5 Kulon Progo 2014 on No smoking  area  at Wates Distric Vocational High School, 2) Factors that influence the implementation of Regional Regulation No. 5 Kulon Progo 2014 on No smoking  area  at Wates Distric Vocational High School, 3) Obstacles encountered in the implementation of the Regional Regulation No. 5 district district Kulon Progo 2014 on No smoking  area  at Wates Distric Vocational High School.

This research is a descriptive study with a qualitative approach. Subject determination conducted by  purposive. It included Headmaster, Vice Headmaster of Academy, and one Guidance and Counseling teacher in SMK Muhammadiyah 2 Wates, SMK Muhammadiyah 3 Wates, SMK Ma’arif 1 Wates and SMK Ma’arif 3 Wates. Techniques of data collecting are observation, interview, and documentation. While data validation technique used is triangulation technique, that is by checking data from the same source using two or more different techniques. Checking includes observation, interview and documentation result. Technique of data analysis is inductive data analysis, which the steps include reduction, presentation and data conclusion.

The results of the study can be summarized as follows : 1 ) Implementation of regional Regulation No. 5 Kulon Progo 2014 on No smoking  area  is at Wates Distric Vocational High School in chapter 4 about prohibition of the smoking areas is appropriate regulation , article 5 on assembling sign instruction “no smoking” was appropriate regulation, article 8 on the prohibition of the ashtray and about making a monitoring work of no smoking area that was not appropriate regulation. 2) The factors that influenced implementation of Regional Regulation No. 5 Kulon Progo 2014 on No smoking  area  at Wates Distric Vocational High School, such as resource factors, disposition factor, bureaucracy factor. 3 ) The obstacles that were faced in implementation of regional regulation no. 5 kulon progo 2014 about no smoking  area  at wates distric vocational high school were no monitoring team of no smoking  area and lack of participation’s society around.
