Implementation of Magelang Government Policy in Developing Micro, Small and Medium Enterprises Marning in Desa Lebak, Kecamatan Grabag

Abstract

The objective of this research study was to identify the implementation of Magelang Government Policy in developing Micro, Small and Medium Enterprises (Usaha Mikro, Kecil, dan Menengah/UMKM) Marning in Desa Lebak, Kecamatan Grabag and to identify the supports and obstacles factors of the implementation.

This research was descriptive study using qualitatif approach. The subjects were Kepala Bidang Dinas Perindustrian Koperasi dan UMKM Kabupaten Magelang and members of UMKM Sekar Marning.The collecting data techniques were interview, observation and documentation. Triangulation technique was used to examine the data validity. The qualitative data were analyzed by collecting data, reducting data, displaying data and taking conclusions.

This research study showed that the implementation of programs in developing UMKM Marning was good because the interests of all members UKMK Sekar Marning were completed based on regulation of Central Java No 13 Year 2013 about UMKM. There were 3 developing programs (1) Programs in developing entrepreneur and competitive superiority UMKM by giving training of product management and wrapper and training to manage UMKM (2) Programs in developing sistems for supporting UMKM by giving socialiszation about capital provider and product wrapper. (3) Programs in creating condusive trade by giving facilities to develop the UMKM. There were some factors that support in the implementation of the policy, such as the availability of the fund, cooperation of some sides, tools and infrastructures. Besides, there were some obstruction of the implementation, such as there was no oven to dry Marning and no electric yet in some places.
