THE ROLE OF YOGYAKARTA CITY EDUCATION DEPARTMENT IN RECRUITMENT OF NEW STUDENT BASED ON KARTU MENUJU SEJAHTERA (KMS)
Abstract
This study aims to determine the role of Education Department of Yogyakarta City in the recruitment of new students based on Kartu Menuju Sejahtera (KMS) in State Junior High School15 of Yogyakarta and Department obstacles in implementing the recruitment of new student based on KMS in State Junior High School15 of Yogyakarta. In addition, to know the efforts done by Department of Yogyakarta City based on KMS in State Junior High School15 of Yogyakarta.
This study was a descriptive study using a qualitative approach. This study was conducted in December 2015 until March 2016. Determination of the subjects in this study was purposive technique. The subjects of this study included the Chief of Technical Service Unit of Regional Education Assurance of the Regional Education Assurance, Head of Administration Technical Services Unit of Regional Education Assurance, Vice Principal of Student of State Junior High School15 of Yogyakarta, and Vice Principal of Public Relations of State Junior High School15 of Yogyakarta. Researcher collected data through interview and documentation. Validity checking technique used by researcher was cross check technique. The analysis of the data in this study was data reduction analysis technique, data presentation, and drawing conclusions.
The results showed that, firstly is the role of Education Department of Yogyakarta City in implementing the recruitment of new students policy based on Kartu Menuju Sejahtera (KMS) in State Junior High School15 of Yogyakarta has been implemented well, such as applying direct communication with the beneficiaries of policies and commitments of the Department of Education to help facilitating citizen communities that holding KMS in the filing of the Regional Education Guarantee assistance. Secondly, the obstacles of Department of Education in implementing recruitment of new student based on KMS policy in State Junior High School15 Yogyakarta, that is the lack of public holding KMS response to the policy upon Assurance Regional Education and the miss-destination in receiving beneficiaries of Regional Education Security. Thirdly, the efforts of Yogyakarta City Education Department to overcome obstacles in the recruitment of new learner based on KMS in State Junior High School15 of Yogyakarta is through spurring and noticing parent of learners holding KMS to respond more related to their socialization of Assurance Regional Education, and making an evaluation with the Social Service Workers and Transmigration related beneficiaries Regional Education Guarantee Policy.
