IMPLEMENTASI KEBIJAKAN KELAS TAHFIDZ AL-QUR’AN DI SEKOLAH DASAR ISLAM TERPADU (SDIT) LUQMAN AL-HAKIM SURAKARTA

Abstrak
Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan kelas tahfidz, pelaksanaan pembelajaran di kelas tahfidz, serta faktor pendukung dan penghambat implementasi kebijakan kelas tahfidz Al-Qur’an di SDIT Lukman al Hakim Surakarta. Penelitian kebijakan kelas tahfidz ini mengacu pada teori Edward III mengenai empat aspek pokok yaitu komunikasi, sumberdaya, disposisi dan struktur organisasi. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, observasi, dan studi dokumen. Teknik analisis data menggunakan model Miles and Huberman yaitu kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian (1) implementsi kebijakan kelas tahfidz SDIT Luqman al-Hakim Surakarta: a) Komunikasi dilakukan melaui sarasehan dengan mengundang salah satu ustadz sebagai pembicara, yang melibatkan pengembang pesantren atau balitbang, kepala sekolah, tim kelas tahfidz, serta dewan asaatidz. b) Sumberdaya didukung dengan ketersediaan SDM yang berkompeten. Sumber pendanaan berasal dari orang tua siswa dan dana BOS. c) Disposisi pelaksana kebijakan kelas tahfidz berkomitmen melaksanakan kewajibanya semaksimal mungkin. d) Struktur birokrasi kelas tahfidz di bawah kontrol kepala sekolah dan kaur tahfidz sebagai penanggungjawab kelas tahfidz. (2) Faktor pendukung: input siswa karena ada seleksi awal, guru yang berkomitmen, kebijakan yang mudah dipahami, dan peran orang tua siswa untuk mengawal hafalan siswa di rumah. Sedangkan faktor penghambat yaitu siswa tidak serius ketika menghafal dan murojaah; siswa kurang murojaah hafalan; guru yang izin; alokasi waktu menghafal, setoran dan murojaah yang belum jelas; dan guru tahfidz yang diperoleh belum sesuai dengan standarisasi.

Abstract
The study aimed to analyze the implementation policy, learning process, supporting and inhibiting factors of the Tahfidz class policy at SDIT Luqman al-Hakim Surakarta. The study was based on the theory of policy implementation by Edward III consisting of four main aspects i.e. communication, resources, dispositions, and bureaucratic structure. Data collection techniques used in this study were interviews, observation, and document study. Data analysis was done by using Miles and Huberman model consisting of three procedures i.e. data reduction, data display, and conclusion drawing or verification. The research result: 1) the implementation of the Tahfidz class policy at SDIT Luqman al-Hakim Surakarta: a) Communication is done through a gathering by inviting one of the clerics as speakers, which involves the committee of pesantren or balitbang, the school principal, the Tahfidz classroom management team and the board of asaatidz. b) resources, competent human resources. Sources of funding came from students' parents and BOS funds c) dispositions, the policy's executing agents committed to fulfilling their respective obligations effectively. d) bureaucratic structure of class tahfidz is under the control of the principal and kaur tahfidz has the responsibility to manage a tahfidz class. 2) the supporting factors: student input because there are initial selection, committed teachers, easy-to-understand policies, and parental role in helping the students learn to memorize Holy Qur’an at home. Meanwhile, the inhibiting factors include students who are not serious about deposits, murojaah and memorizing the Holy Qur'an; students who do not attempt to apply rote memorization strategy; teacher absenteeis; allocation of memorization time, deposits and murojaah are unclear, and tahfidz teachers obtained are not in accordance with standardizatio
