KEBIJAKAN SEKOLAH DALAM MENGATASI MASALAH KESEHATAN REPRODUKSI DI SMA NEGERI 1 PUNDONG

Tujuan penelitian ini mendeskripsikan: (1) kebijakan sekolah dalam mengatasi masalah kesehatan reproduksi, (2) Implementasi kebijakan sekolah dalam mengatasi masalah kesehatan reproduksi, dan (3) Faktor pendukung dan penghambat implementasi kebijakan sekolah dalam mengatasi masalah kesehatan reproduksi. Penelitian ini merupakan penelitian studi kasus. Teknik analisis data menggunakan model Miles dan Huberman. Uji keabsahan data trianggulasi sumber dan teknik. Hasil penelitian: Hasil penelitian menunjukkan sebagai berikut: (1) Kebijakan sekolah dalam mengatasi masalah kesehatan reproduksi dengan membentuk ekstrakurikuler pusat informasi dan konseling remaja berdasarkan pada kebijakan makro dan kebijakan meso. (2) Implementasi kegiatan ekstrakurikuler pusat informasi dan konseling remaja merujuk empat aspek: komunikasi, sumber daya, sikap dan struktur birokrasi. (3) Faktor pendukung: sumber daya manusia, finansial, sarana dan prasarana. Faktor penghambatnya: kepasifan siswa terhadap kebijakan sekolah, siswa kurang terbuka jika mengalami masalah dan beberapa pelaksana kebijakan sekolah masih pasif.

Abstract
The purpose of this study is to describe: (1) The school policy in overcoming problem of reproductive health, (2) Implementation of school policy in overcoming problem of reproductive health and (3) Supporting factors and inhibitors implementation school policy in overcoming problem of reproductive health. This research is a case study. The data analysis technique uses Miles and Huberman models. The validity of the data by means of triangulation of sources and technique. Research results: The results of the study show the following: (1) School policy in overcoming problem of reproductive health are applied through extracurricular information center and adolescent counseling based macro policies and meso policies. (2) Implementation extracurricular information center and adolescent counseling refers to four aspects: communication, resources, attitudes and bureaucratic structure. (3) Supporting factors: human resources, finance, facilities and infrastructure. The inhibiting factor: student passivity towards school policy, students are less open if they experience problems and some implementers of school policies are still passive.
