Abstrak
Penelitian ini bertujuan untuk mendeskripsikan: (1) Implementasi program mitigasi bencana melalui sekolah siaga bencana di SD N Baluwarti. (2) Faktor pendukung dan faktor penghambat program mitigasi bencana melalui sekolah siaga bencana di SD N Baluwarti. Jenis dan pendekatan penelitian ini menggunakan pendekatan kualitatif deskriptif. Subjek dalam penelitian ini antara lain Kepala Sekolah, Guru, dan Siswa. Data diperoleh dengan wawancara, observasi, dan dokumentasi. Instrumen utama dalam penelitian ini yaitu peneliti dengan dibantu pedoman wawancara dan pedoman observasi. Teknik yang digunakan dalam analisis data adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Uji keabsahan data menggunakan triangulasi sumber dan triangulasi teknik. Hasil penelitian ini menunjukkan bahwa: (1)Implementasi program mitigasi bencana melalui sekolah siaga bencana di SD N Baluwarti telah memenuhi empat parameter SSB, ialah parameter sikap dan tindakan, parameter perencanaan dan kesiapsiagaan, parameter kebijakan sekolah, dan parameter mobilisasi sumberdaya; (2)Faktor pendukung dalam implementasi program mitigasi bencana melalui sekolah siaga bencana adalah kemampuan menjalin kerjasama dengan lembaga-lembaga (BPBD, PMI, Puskesmas, TNI dan Polri), struktur bangunan yang tahan gempa, memiliki perangkat pendukung untuk mengimplementasikan program mitigasi bencana.; Sedangkan faktor penghambat dalam implementasi program mitigasi bencana melalui sekolah siaga bencana adalah tidak semua guru mendukung kebijakan mitigasi bencana, kekurangan dana dalam melaksanakan kegiatan mitigasi bencana, tidak semua materi dapat diintegrasikan dengan SSB, kurangnya komunikasi dengan lembaga terkait.

Abstract This research aims to describe: (1) the implementation of disaster mitigation programme through disaster preparedness school in Baluwarti Elementary School. (2) supporting factors and inhibitors of disaster mitigation programme through disaster preparedness school in Baluwarti Elementary School. This research was a descriptive research with qualitative approach. Subjects in this research were Principal, Teachers, and Students. Data was obtained by inerview, observation, and documentation. The main instrument in this research was researcher with assisted by interview guides and observation guidelines. Techniques used in data analysis were data collection, data reduction, data display, and conclusion. Validity used source triangulation and technique triangulation. The results of this research was show that: (1)Implementation of disaster mitigation programme through disaster preparedness school in Baluwarti Elementary School meet the four parameters of the SSB, is the parameter of the attitude and action, planning and preparedness, parameter parameter parameter, and the school policy on mobilization of resources; (2)Supporting factors in the implementation of disaster mitigation programs through the school disaster preparedness is the ability to establish cooperation with the institutions (BPBD, PMI, clinics, TNI and Polri), earthquake resistant structures, have a device to support implementing disaster mitigation programmes.; While the barrier factors in the implementation of disaster mitigation programs through this disaster preparedness school not all teachers support disaster mitigation policies, the lack of funds in the implementation of disaster mitigation activities, not all material can be integrated with SSB, the lack of communication with relevant agencies.
