Abstrak
Penelitian ini bertujuan untuk mengetahui implementasi Peraturan Daerah Nomor 11 Tahun 2014 tentang
Branding Kota Magelang dan kendala yang dihadapi dalam implementasi Peraturan Daerah Nomor 11 Tahun 2014
tentang Branding Kota Magelang. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik
pengumpulan data menggunakan teknik wawancara, observasi, dan dokumentasi. Teknik pemeriksaan keabsahan data
menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa implementasi Perda Nomor 11 Tahun 2014
tentang branding Kota Magelang belum berjalan optimal. Terdapat beberapa indikator implementasi kebijakan yang
belum berjalan dengan baik yakni kurangnya sumberdaya masyarakat dalam membudidayakan tanaman hias dan
bunga, adanya kegiatan yang tidak terlaksana sehingga sumberdaya finansial selalu tersisa, kurangnya pengetahuan
dari pekerja lapangan DKPT dalam menanam dan merawat bunga, sedangkan indikator komunikasi terjalin dengan
baik antar Bappeda dengan SKPD, antar SKPD, dan antar aktor pelaksana dengan masyarakat. Kondisi lingkungan
mengalami perubahan dari sisi visual dengan penataan taman-taman kota, dari sisi ekonomi terlihat adanya
peningkatan pendapatan masyarakat, dari segi politik yaitu kepercayaan masyarakat terhadap pemerintah meningkat.
Kendala yang dihadapi adalah terbatasnya sentra pemasaran bunga, kurangnya pengetahuan dari pekerja lapangan
DKPT dalam merawat tanaman hias dan bunga, serta kurangnya partisipasi masyarakat dalam mewujudkan branding
Kota Sejuta Bunga.

Abstract
This research aimed to find out the implementation of Local Regulation Number 11 in 2014 on Branding in
Magelang City and obstacles faced in the implementation of Local Regulation Number 11 In 2014. The research used
qualitative approach with descriptive method. The data collecting techniques were interviews, observations and
documentations. Source triangulation was used to validate the data. The results showed that Local Regulation Number
11 In 2014 about branding in Magelang City has not implemented well. This could be seen from some indicators of the
policy implementation that has not implemented well. There were some reasons related to that situation. This
implementation has not gone well due to a lack of human resources in cultivating flowers and ornamental plants.
Another reason was less of people’s awareness to attending event of local regulation. The implementation of Local
Regulation Number 11 in 2014 had number of obstacles. They were:the less of number of the socialization to the public
about the plan itself, though there were a good coordination and communication among instances like Bappeda with
SKPD, between SKPD and all implementing actors to the public. In addition, there was still lack of knowledge and
skill of all people who directly involve in some programs from DKPT like cultivating some flowers and ornamental
plants. However, the environmental condition had growth well and has experienced many developments in some
aspects. In terms of visual, this can be seen from the good arrangement of the city parks. From the economic side it
shows that the income of the citizens has increased well. From the political side the citizens had regained their trust
back towards the government in Magelang city. However, there were still some problems like there was still limited
marketing flowers district, a lack of knowledge and skill from workers in DKPT in caring for ornamental plants and
flowers and the less of people’s awareness in participating some programs to develop the branding of Magelang
“Sejuta Bunga City”.
