KUALITAS PELAYANAN PERIZINAN GALIAN TAMBANG GOLONGAN C DI KABUPATEN REMBANG PROVINSI JAWA TENGAH

Abstract


Abstrak:
Penelitian ini bertujuan untuk mengetahui kualitas pelayanan perizinan galian tambang
golongan C di Kabupaten Rembang Provinsi Jawa Tengah. Metode yang digunakan dalam
penelitian adalah deskriptif kualitatif. Hasil penelitian menunjukan bahwa kualitas pelayanan
perizinan galian tambang golongan C di Kabupaten Rembang cukup baik. UPTPTSP Provinsi
merupakan pelaksana dari proses pelayanan perizinan galian tambang golongan C. Penelitian ini
sudah memenuhi aspek indikator kualitas pelayanan dari Tangible, Reliabilty, Reponsivennes,
Assurance, Empathy. Namun masih terdapat ketidaksesuaian penyelesaian pelayanan perizinan
secara cepat dan masih diperlukan survei lapangan yang terkadang menemui kendala di lapangan
tentang kajian teknis. Faktor yang mendukung kualitas pelayanan adalah SOP dalam pelayanan,
fasilitas yang memadai, dan sumberdaya profesional. Sedangkan faktor penghambatnya adalah
kurangnya komunikasi pemohon ketika dibutuhkan, kurangnya tim teknis dalam memverifikasi
berkas perizinan, masih harus menunggu tim teknis karena memerlukan survei lapangan.

This research aimed research determine the quality of services group c mining permit in
Rembang, Central Java. The method was descriptive qualitative. The results showed that the
quality of services group C mining permit in Rembang Regency was quite good. UPTPTSP
Province is the implementer of the mining excavation miner class C. This research had been find
not the aspects of service quality indicator on Tangible, Reliabilty, Reponsivennes, Assurance,
Empathy. However, there was a non-concession to the rapid services permit completion and
needed field survey that sometimes encounter technical studies obstacles in the field. The support
factors to service quality were SOP services, adequate facilities, and professional resources. In
the other hands, the inhibiting factors were the lack of applicant communication when needed,
the lack of a technical team in verifying the licensing file, and still need to wait for the technical
team as it requires a field survey.
