KINERJA PEMERINTAH KECAMATAN GONDOMANAN YOGYAKARTA DALAM MENINGKATKAN PELAYANAN ADMINISTRASI TERPADU KECAMATAN (PATEN)

Abstrak

Penelitian ini bertujuan untuk mengetahui kinerja pemerintah Kecamatan
Gondomanan Yogyakarta dalam meningkatkan Pelayanan Administrasi Terpadu Kecamatan
(PATEN) serta mengetahui hambatan-hambatan apa saja yang dialami. Desain penelitian
yang digunakan adalah deskriptif kualitatif. Subjek penelitian adalah beberapa petugas atau
pegawai di Kecamatan Gondomanan Yogyakarta termasuk Camat Gondomanan, serta
beberapa masyarakat yang datang mengajukan permohonan pelayanan. Instrumen penelitian
adalah peneliti sendiri. Teknik pengumpulan data menggunakan observasi, wawancara, dan
dokumentasi. Pengujian keabsahan data menggunakan teknik triangulasi sumber data dan
metode pengumpulan data. Analisis data penelitian menggunakan tiga tahap yaitu reduksi
data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kinerja
pemerintah Kecamatan Gondomanan Yogyakarta dalam meningkatkan Pelayanan
Administrasi Terpadu Kecamatan (PATEN) sudah sesuai dengan tujuan PATEN, dilihat dari
indikator-indikator yaitu, 1).Produktivitas, meskipun sumber daya manusia di Kecamatan
Gondomanan terbatas namun proses permohonan tetap berjalan sampai dengan hasil akhir.
2).Kualitas layanan, masyarakat merasa senang dengan layanan yang diberikan.
3).Responsivitas, kecamatan sudah bagus dalam menerima, menampung, dan mengevaluasi
mengenai saran dan keluhan masyarakat. 4).Responsibilitas, berupa pelaksanaan kegiatan atau
program kecamatan sudah sesuai dengan kebijakan atau aturan yang ada. 5).Akuntabilitas,
kecamatan berupa prioritas untuk masyarakat. Adapun hambatan yang ditemui adalah
hambatan internal berupa terbatasnya SDM dan hambatan eksternal berupa jaringan internet
yang sering offline, dan kurangnya pengetahuan masyarakat akan persyaratan permohonan
PATEN.

Abstract

This research was aimed to examine government service performance of Gondomanan
Subdistrict in Yogyakarta to improve Subdistrict Integrated Administration Service
(Pelayanan Administrasi Terpadu Kecamatan atau PATEN) as well as to analize the obstacles
being faced. This research used descriptive qualitative research method. The subject of this
research were some government officers including the head of Gondomanan Subdistrict, and
some people coming to propose intended service. The research instrument used in this
research was the researcher herself. The researcher employed three data collection techniques.
Those were observation, interview, and documentation. This research got its trustworthiness
by using triangulation of data source and data collecting method. The data analysis technique
was done by three stages. The first was data reduction, and followed by data presentation,
then conclusion making. The result showed that the performance of Gondomanan Subdistrict
Government in improving PATEN was already in line with the goals of PATEN. It could be
seen by some indicators. The indicators were productivity, quality of service, responsiveness,
responsibility, and accountability. 1).Productivity, although human resources in the
Gondomanan Subdistrict was limited but the process of service could be clearly finished. 2).The quality of service, the response of people who felt comfort because of its service. 3).Responsiveness of the subdistrict was already good in terms of receiving, holding, and evaluating the suggestions and lamentation from the community. 4).Responsibility was in the form of subdistrict programs which were already in line with the regulation. 5).Accountability of the subdistrict was based on its priority for the society. Meanwhile, the problems found were internal problem that was limited human resources and external problems that were the unstable internet connection making it usually offline as well as the lack of peoples’s knowledge about the requirement of propose PATEN.
