EFEKTIVITAS PROGRAM REHABILITASI BERSUMBERDAYA MASYARAKAT (RBM) TERHADAP PENYANDANG DISABILITAS DI KABUPATEN BANTUL DAERAH ISTIMEWA YOGYAKARTA

Abstrak
Penelitian ini bertujuan untuk mengetahui efektifitas pelaksanaan program Rehabilitasi
Bersumberdaya Masyarakat (RBM) yang dilaksanakan di Desa Sriharjo dan Desa Panjangrejo, Kabupaten
Bantul beserta faktor yang menghambat efektivitas program Rehabilitasi Bersumberdaya Masyarakat di
Desa Sriharjo dan Desa Panjangrejo, Kabupaten Bantul. Desain penelitian yang digunakan dalam
penelitian ini adalah penelitian deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa
pelaksanaan program RBM di Desa Sriharjo dan Desa Panjangrejo, Kabupaten Bantul dapat dikatakan
belum efektif. Efektivitas didasarkan pada lima indikator matriks RBM yaitu, Indikator Kesehatan sudah
efektif terlihat dari penyandang disabilitas dapat mengakses akses ke pusat kesehatan serta terdata dengan
baik. Indikator Pendidikan sudah efektif hal ini terlihat dari penyandang disabilitas atau anak
berkebutuhan khusus yang berusia balita sudah dapat mengakases pendidikan anak usia dini (PAUD)
secara inklusi. Indikator Matapencaharian belum efektif hal ini dikarenakan masih banyak penyandang
disabilitas yang belum sepenuhnya siap dengan program pengembangan usaha melalui program RBM.
Indikator Pemberdayaan sudah efektif penyandang disabilitas telah dilibatkan dalam setiap kegiatan yang
ada dimasyarakat. Indikator Sosial sudah efektif hal ini terlihat dari penyandang disabilitas bebas untuk
beribadah, berolahraga dan berekreasi. faktor penghambat yang mempengaruhi efektivitas
program yaitu menurunnya komitmen ketua SHG dikarenakan tidak mendapatkan gaji/upah dan
ketidakrutinan anggota SHG dalam melakukan pertemuan kelompok menjadi hambatan dalam efektivitas
program RBM.

Abstract
This research aimed to to know the effectiveness of conducting Community Based Rehabilitation (CBR)
program which was done in Sriharjo and Panjangrejo, Bantul. Another aim of conducting this research is
to know the obstacles which were faced in conducting this program. The research design which is used in
this research is qualitative descriptive This research shows that the implementation of Community Based
Rehabilitation (CBR) program has not been effective yet. The effectiveness of this program is based on
five indicator of RBM Matrix which is: Indicators Health program implementation effective RBM already
provides access to the health club and logging is good for people with disability in Sriharjo and
Panjangrejo. The Education Indicators are already effective this looks from persons with disability or
children in need of special-old toddler that exist in both and can access early childhood education.
Indicators of livelihoods hasn't been effective this is because there are still many people with disability
who have not fully prepared with RBM development program. The empowerment Indicators already
effective disabilities was included in every activity in the community. Social indicators has been running
effectively this looks from persons with disability freed to worship, exercise and leisure. The obstacles
which affected the effectivity of the Community Based Rehabilitation (CBR) program were the head of
SHG group who didn’t work maximally because he didn’t get any payment and the members of SHG
group who didn’t come to the regular meetings which were conducted.
