STUDY ON THE APPLICATION OF GOOD ENVIRONMENTAL GOVERNANCE PRINCIPLES IN THE MANAGEMENT OF KARST AREAS FOR MINING ACTIVITIES OF EXCAVED MATERIALS IN GUNUNGKIDUL DISTRICT

Abstract

The aims of this study were 1) to find out the application of the principles of good environmental governance in the management of karst areas for non-metal mineral and rock mining in Gunungkidul district, and 2) to find out the inhibiting factors for the application of the principles of good environmental governance in the management of karst areas for mineral mining. non-metals and rocks in Gunungkidul district.This research uses a qualitative approach with descriptive methods. Determination of the sample using purposive-judgment sampling technique. The main data were obtained through interviews with the Head of the Monitoring and Control Center for Energy and Mineral Resources Licensing for the Sleman, Yogyakarta and Gunungkidul Regions, the Head of the PPLH Arrangement and Management Division for the Environmental Service, the Head for the Conservation and Control of Land Degradation at the Environmental Service, and the Head of the Implementation and Management Division. Oversight of the Department of Land Affairs and Spatial Development.Data validity test was carried out by source triangulation. The data analysis used is data reduction, data display, and conclusion drawing and verification.The results of the study show that the application of good environmental governance in the management of karst areas for C mineral mining activities in Gunungkidul district, namely: 1) the rule of law, the existence of the rule of law by carrying out various counseling on statutory regulations and reviving the values values and norms that already apply in the community., 2) participation, community involvement in the decision-making process in the management of karst mining areas in Gunungkidul Regency, 3) transparency and accountability (transparency and accountability), including actual reports in field, decision-making processes and results, as well as forms of responsibility that exist within the organization, and 4) access to information (access to information), the provision of information relating to the environment of the holder of authority. Factors inhibiting the application of the principles of good environmental governance are the not yet optimal involvement of all actors, the government has not been able to apply the principles of good environmental governance, the culture of government that supports good environmental governance has not yet been implemented, and regulations that are too general in nature.
