TRANSPORTATION POLICY EFFECTIVENESS OF TRANS JOGJA IN THE YOGYAKARTA URBAN AREA

Abstract


This research aims to determine the effectiveness of transportation policies in the Trans Jogja project as well as the supporting and inhibiting factors of the transportation policies in the Trans Jogja project in the Yogyakarta urban area. The research design used was descriptive research using a qualitative approach. The results of the research show the effectiveness of policies in the Trans Jogja project has not been efficient owing to the fact that it has not been able to overcome the existing problem namely congestion, considering the increasing volume of private motorized vehicles. In addition, the low public interest in using Trans Jogja is also due to the fact that it does not yet have a special lane or bus lane, by which, consequently, its operation on the road still joins other vehicles, therefore, Trans Jogja is considered not to have "privilege" and will only increase traffic congestion. The effectiveness of policies in the Trans Jogja project through four indicators, namely the right policy, the right implementation, the right target, and the right environment is currently effective when viewed from the implementation of minimum service standards. Supporting factors in the effectiveness of Trans Jogja transportation policies are: (1) The role of local government, (2) Adequate facilities and amenities for policy implementation. The inhibiting factors in the effectiveness of Trans Jogja transportation policy are: (1) Trans Jogja does not have a special lane, (2) Limited Trans Jogja bus stops, (3) The presence of online transportation.
