IMPLEMENTASI SISTEM KEARSIPAN ELEKTRONIK DI SEKRETARIAT DAERAH DAN DINAS PENDIDIKAN PEMUDA DAN OLAHRAGA DAERAH ISTIMEWA YOGYAKARTA

Abstract

Penelitian ini bertujuan mendeskripsikan implementasi sistem kearsipan elektronik di Sekretariat Daerah
dan Dinas Pendidikan Pemuda dan Olahraga Daerah Istimewa Yogyakarta
Penelitian ini merupakan penelitian deskriptif kualitatif. Subjek penelitian ini adalah arsiparis, teknisi
software, dan Kepala Subbagian Arsip. Setting penelitian di Subbagian Arsip Bagian Administrasi Biro Umum,
Humas, dan Protokol Sekretariat Daerah dan Dinas Pendidikan Pemuda dan Olahraga Daerah Istimewa
Yogyakarta. Metode pengumpulan data meliputi wawancara, observasi, dan dokumentasi. Teknik analisis data
menggunakan interactive model (Miles dan Huberman) meliputi pengumpulan data, reduksi, penyajian data, dan
penarikan kesimpulan. Keabsahan data diperoleh dengan melakukan uji kredibilitas, kebergantungan, dan
kepastian.
Hasil penelitian menunjukkan bahwa (1) sistem kearsipan elektronik di Sekretariat Daerah dan Dinas
Pendidikan Pemuda dan Olahraga DIY didukung dengan perangkat sistem kearsipan elektronik yaitu hardware
berupa komputer, printer, dot matrix printer, scanner, UPS, barcode reader serta software berupa Sisminkada.
Proses sistem kearsipan elektronik meliputi proses pencatatan, pengendalian, pendistribusian, penyimpanan, dan
penyusutan. Sistem kearsipan elektronik di Dinas Pendidikan Pemuda dan Olahraga DIY merupakan hasil
sosialisasi Subbagian Arsip menekankan pada proses pencatatan persuratan, (2) Kendala implementasi sistem
kearsipan elektronik di Sekretariat Daerah dan Dinas Pendidikan Pemuda dan Olahraga DIY adalah SDM, fasilitas,
dan dana.

Abstract
The aim of this research is to describe the implementation of the electronic filling system at Regional
Secretariat and Department of Education Youth and Sports of Yogyakarta.
This research is a descriptive qualitative research. The subjects of this research are archivist, technician of
software, and the head of Subdivision Archives. The setting of this research is in Subdivision Archives of
Administration of General Bureau, Public Relations, and Protocol of Regional Secretariat and Department of
Education Youth and Sports of Yogyakarta. The methods that are used in collecting the data are observation,
interview, and documentation. The technique used in analyzing the data is by using the interactive model (Miles
dan Huberman) which includes the data collection, reduction, data presentation, and conclusion. The validity of
the data is by using the credibility, dependability, and confirmability test.
The results of the research show that (1) the electronic filling system at Regional Secretariat and
Department of Education Youth and Sports of Yogyakarta is supported by sets of equipment the electronic filling
system, they are hardware which includes computer, printer, dot matrix printer, scanner, UPS, barcode reader,
and software which includes Sisminkada. The process of electronic filling system includes process of recording the
files, controlling, distributing, saving, and diminution. The electronic filling system at Department of Education
Youth and Sports of Yogyakarta is result socialiszation from Subdivison Archives which press the process of
recording correspondence. (2) The constraints of the electronic filling system process at Regional Secretariat and
Department of Education Youth and Sports of Yogyakarta is on the human resources, facilities, and fund.
