THE EFFORTS OF THE LOCAL GOVERNMENT OF MAGELANG IN HANDLING OF ABANDONED CHILDREN

Abstract

This study aims to explain the efforts of the Local Government of Magelang  in  dealing  with  abandoned  children.  It  also  aims  to  explain  the obstacles faced by the Local Government of Magelang due to that efforts. It was a descriptive research with qualitative approach. The subject of this research was determined by purposive technique, while the data collecting used interview and documentation. The researcher used cross check technique to ensure the accuracy of the data. To analyze data, the researcher used inductive data analysis, which includes 3 (three) stages: data reduction, data display and conclusion. The results of the research showed that the efforts of the Magelang Regency Government in handling  abandoned  children  include;  (1)  social  assistance  for  abandoned children; (2) acceleration program of Magelang Regency achievement as Regency Fit for Children (Kabupaten Layak Anak) that consist of efforts to establish (a) Children’s District Forum (Forum Anak Kecamatan) and (b) Children’s Family Guidance (Bina Keluarga Anak-Anak). The obstacles faced by the Local Government of Magelang in handling abandoned children among them are: (1) budgetary constraints, (2) lack of human resources that restrict the handling of abandoned children, (3) limited policies implemented by local government on programs which is proclaimed by the central government.
