THE CIVIC EDUCATION TEACHERS’ COMPETENCIES IN TEACHER COMPETENCY TESTING 2015 IN STATE JUNIOR HIGH SCHOOLS IN KECAMATAN GAMPING

This study aims to describe 1) The competencies of Civic Education junior high school teachers in Teacher Competency Testing (UKG) results in Kecamatan Gamping. 2) The problems found by the teachers in doing UKG in terms of the materials, internal factors, and external factors.3) The effort of the teachers in solving those problems. 4) The teachers’ expectation of UKG in the future. This research is a descriptive study with qualitative approach. Purposive technique is used to determine the participants. They are 6 Civic Education teachers in Kecamatan Gamping who had been involved in doing UKG 2015. The data collecting techniques of this research are interviewing and doing documentation. The reliability is measured using cross check technique. The data analysis technique is inductive approach by John W. Creswell. The findings show 1) The competencies of Civic Education junior high schools teachers in Kecamatan Gamping related to professional and pedagogical competencies were low. 2) The problem of professional competencies was related to the knowledge which has to be updated continually such as the rules, the actual law, and political matters. The problem of pedagogical competencies was the incomprehensible language used in the questions and the low capability in mastering educating learning sub-competencies like the learning basis, the implementation, the learners’ characteristics, the achievement use, and the pedagogical development. The internal problem was the lack of motivation; the external problem was the lack of preparation in reading the materials. 3) The teachers solved the problems by updating their knowledge and utilizing the information technology, improving their competencies independently or participating in programs like MGMP continually, trying to answer carefully the UKG questions, managing to do the next test very well. 4) Tthe teachers’ expectations of UKG preparation were any improvement in socialization related to the material and the mental training, any additional time in the MGMP meetings discussing the course grids, any improvement in standard minimal achievement so that they will be motivated to improve their competencies and guru pembelajar program as the follow-up activity of UKG will be an effort to improve the teachers’ competencies and the low UKG achievement.
