POLICY NETWORK IN SUSTAINABLE URBAN TOURISM DEVELOPMENT IN YOGYAKARTA CITY

Abstract


This study aims to analyze the policy network in the development of sustainable city tourism in the city of Yogyakarta. This study is important to be conducted to determine the process of the policy network for the development of sustainable city tourism in Yogyakarta. The concept of a policy network using the Qualitative Network Analysis (QNA) theory has not been widely used, especially in tourism development in the scope of the city of Yogyakarta, so that it becomes a new value of this study.

            The method in this study is descriptive qualitative. Primary data collection techniques are carried out by observation and interviews. While secondary data are obtained from documentation sourced from literature studies, policy drafts, documents, and photos. Data validity testing is carried out using source triangulation and data analysis techniques using the Miles and Huberman model which consists of data collection, data reduction, data presentation, and data conclusion drawing. This study uses the concept of a policy network using the Qualitative Network Analysis (QNA) theory by Ahrens (2018) with three indicators analyzed to reveal the type of ties, type of level of governance, and type of policy goals of each actor.

            The results of the study indicate that the policy network in the development of sustainable city tourism in the city of Yogyakarta is formed by the existence of a pattern of dependency and resource needs. As for the results, (1) the type of bond that is formed is based on the collaboration that is carried out and there are no legal regulations that bind the relationship, but there are guidelines in its implementation, namely Regional Regulation Number 3 of 2015 concerning the RIPPARDA of Yogyakarta City 2015-2025. (2) The type of government level between actors is carried out in accordance with the duties, main points, and functions of the hierarchy that exist in government so that there is no dominance of power and competition. This shows that the policy network that is formed is based on the duties and functions of each actor. (3) The type of policy objectives issued by each actor differ according to their focus. Therefore, it is necessary to create a comprehensive policy to unite stakeholders in the policy network process with the aim of developing sustainable city tourism in Yogyakarta City.
