Evaluation of the Kartu Tani Program in Increasing Farmer Productivity in Blora District

Abstract

The kartu tani program was implemented as a solution to improve the transparency of subsidized fertilizer distribution and encourage the productivity and welfare of farmers. The methodology used in this research is a descriptive approach with qualitative methods. The research data was obtained through in-depth interviews with stakeholders involved in the implementation of the farmer card program in improving farmers' productivity in Blora District. The results showed that the implementation of the farmer card program in Blora District was not fully optimal. At the context stage, the program is relevant to the needs of farmers to access subsidized fertilizer fairly, but the low technological literacy of farmers and outdated RDKK data are the main obstacles. At the input stage, limited budget, infrastructure and assistance to farmers reduce the effectiveness of program implementation. At the process stage, technical obstacles such as errors in EDC machines and lack of coordination between stakeholders are significant challenges. At the product stage, the program contributed to increased land productivity in some areas, especially for farmers who managed to access fertilizer as needed. However, the impact on farmers' welfare is still limited due to the high cost of other production factors, such as pesticides and seeds. The implication of this study is the importance of improving the farmer data collection system, optimizing technological infrastructure, and increasing socialization to increase the effectiveness of the program.
