Abstract


This research provides academic material to review the E-Office Sisminkada innovation policy in Yogyakarta Province’s General Affairs Bureau and serves as a reference for reassessing its quality, supporting necessary improvements toward a high standard of innovation. Using a qualitative method, this study examines issues involving abstract realities, with indicators observed through expressions, moral attitudes, and behaviors, offering a comprehensive and in-depth understanding of these phenomena. The findings reveal challenges, such as poor budget management, limited public access, and policy overlap with other systems. Despite these, the innovation demonstrates a high degree of compatibility with local organizational culture, although leadership commitment remains an ongoing challenge. Complexity arises due to generational differences in technology skills and infrastructure limitations. While the triability dimension is well addressed, observability remains low, as benefits are not yet fully perceived by the public and other institutions. Overall, the study suggests that the E-Office Sisminkada innovation has yet to reach a high-quality standard, though it has achieved successes in certain dimensions. These insights underscore the need for further quality enhancements to meet both institutional standards and public expectations.
