PENILAIAN TINGKAT KESEHATAN KOPERASI PEGAWAI REPUBLIK INDONESIA (KPRI) “TEGAS” SMP NEGERI WONOSARI GUNUNGKIDUL TAHUN 2013-2015

Penelitian ini bertujuan untuk mengetahui: 1) perkembangan tingkat kesehatan KPRI “Tegas” tahun 2013-2015, dan 2) faktor pendukung dan penghambat perkembangan KPRI “Tegas”. Penelitian ini merupakan penelitian deskriptif evaluatif dengan menggunakan model evaluasi ketimpangan. Teknik analisis data yang digunakan adalah pendekatan PAP yang mengacu pada Peraturan Menteri Negara Koperasi dan UKM RI No. 14/Per/M.KUKM/XII/2009. Hasil dari analisis data dievaluasi dengan model evaluasi ketimpangan. Kemudian untuk mengetahui perkembangan kesehatan KPRI “Tegas” tahun 2013-2015 digunakan teknik analisis trend. Hasil penelitian menunjukkan secara keseluruhan tingkat kesehatan KPRI “Tegas” tahun 2013-2015 (secara berurutan) memperoleh skor 67,6; 64,5; dan 64,6 dengan rerata skor sebesar 65,57 dalam kategori cukup sehat. Selanjutnya perkembangan tingkat kesehatan KPRI “Tegas” tahun 2013-2015 cenderung pada trend negatif, dimana pada tahun 2014 skor turun sebesar 4,59% dan pada tahun 2015 skor mengalami kenaikan namun tidak signifikan yaitu 0,16%. Walaupun perkembangan KPRI “Tegas” menurun, namun tingkat kesehatan KPRI “Tegas” tahun 2013-2015 masih berada pada kategori cukup sehat. Kemudian faktor pendukung perkembangan KPRI “Tegas” adalah dimilikinya rencana kerja tahunan, kegiatan koperasi sesuai SOM dan SOP, pengawasan bersama dilakukan secara rutin tiga bulan sekali, serta peninjauan dan penilaian terhadap agunan. Sementara itu faktor penghambat perkembangan KPRI “Tegas” adalah besarnya beban operasi anggota, jumlah kas dan bank tidak dapat memenuhi kewajiban lancar, dan koperasi kurang mampu memanfaatkan penggunaan asset dalam menghasilkan SHU.

Abstract

This study aimed to find out: 1) development of the soundness level of “Tegas” CERI in 2013-2015, 2) facilitating and inhibiting factors of the development of “Tegas” CERI. This was an evaluative descriptive study using the discrepancy evaluation model. The data analysis technique was the PAP approach referring to the Regulation by the State Minister of Cooperatives and Small- and Medium-Scale Businesses of the Republic of Indonesia No. 14/Per/M.KUKM/XII/2009. The results of the data analysis were evaluated by means of the discrepancy evaluation model. Then, to investigate the development of the soundness of “Tegas” CERI in 2013-2015, the trend analysis technique was employed. Based on the analysis on “Tegas” CERI in 2013-2015 the soundness level of “Tegas” CERI in 2013-205 attained scores of, respectively, 67.6, 64.5, and 64.6 with a mean score of 65.57. Then, the soundness level of “Tegas” CERI in 2013-2015 tended to be in negative trends, in which in 2014 the score decreased by 4.59% and in 2015 the score insignificantly increased by 0.16%. Although in terms of its development there was a decrease, “Tegas” CERI in 2013-2015 was fairly sound. The facilitating factors of the development of “Tegas” CERI were that the cooperative had an annual work plan, the cooperative’s activities were relevant to the SOM and SOP, joint supervisions and controls were done once in three months. Then, there were a check and an appraisal of collateral, and the inhibiting factors of the development of “Tegas” CERI were that members’ operational expenses were high, cash and bank savings could not meet current liabilities, and the cooperative was not capable enough of using the assets to yield surpluses.
